The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

The radio, Fox news just said that the water is pouring through a breach at the Hydro-electric plant and named several towns down river, that are under threat of the flood.

This is news from Estonia, some what off topic, but still interesting, if you go to the site, you will need to highlight it to see the words, I had to bring it over here to see them, I did not copy all the list, have removed several reports, my favorite is that Russia ordered the pilots to learn how to fly the plane.....A bomber arrested.

Belarus still angry over waste repository

VILNIUS - Belarus representatives, ignoring arguments by Lithuania, have continued to voice concern over the
Baltic state’s plans to build a radioactive waste repository close to the border with Belarus, near the Ignalina
Nuclear Power Plant.

At a farewell meeting with Deputy Parliamentary Speaker Ceslovas Jursenas, outgoing Belarusian Ambassador to
Lithuania Vladimir Gorkun said that Belarus, which had been strongly affected by the Chernobyl nuclear power
plant catastrophe, reacted very sensitively to these intentions.

Implementation of Lithuania’s plans would not contribute to the improvement of relations between the two
neighboring countries, Parliament’s public relations department reported him as saying.


Survey: Border Guard most trusted institution

TALLINN – The Border Guard is the most trusted of Estonia's institutions, a Faktum agency poll reported, and
political parties are the least reliable. The survey, commissioned by the Defense Ministry, was completed in
November.

The ratios of respondents trusting and not trusting the Border Guard were 81 percent and 10 percent respectively.

Eighty percent of residents trust the president, while 14 percent don’t, the poll revealed. The Bank of Estonia is
trusted by 79 percent and not trusted by 12 percent, while the legal chancellor enjoys the trust of 70 percent.

Court acquits Paksas

VILNIUS – The Lithuanian Supreme Court acquitted former president Rolandas Paksas on Dec. 13, although it did
not overrule impeachment, Lithuania’s parliamentary speaker said.

“Impeachment is a political decision, which has been made, and all what is related with cases, what is going on in
courts is prosecution. These are two different things and two different liabilities. Maybe they have something in
common but are not closely related,” the parliamentary speaker said in an interview with Ziniu Radijas radio.

An expanded seven-judge panel cleared Paksas on Dec. 13, who had been ousted from the post of president for
violating the Constitution. He was accused of revealing a state secret.

The Supreme Court’s ruling is final and not subject to appeal.

Three pilots recieve licenses

RIGA - Latvian Interior Minister Dzintars Jaundzeikars will present three boarder guards with private pilot licenses
on Thursday, including a woman, the Latvian National Border Guard said.

The new pilots represent the aviation service of the regional border guard unit in Ludza, eastern Latvia.

In order to receive this honor, the pilots completed a seven-month course in a Schengen Facility training program.
Seven other border guards are scheduled to participate in the training course next year, bringing Latvia’s pilot count
to 13.

Lithuanian Foreign Minister supports Ukrainian NATO membership

Lithuania’s Foreign Minister Antanas Valionis said he supported Ukrainian membership in NATO and called on
Russia to pull its troops out of Moldova at a NATO-Russia meeting in Brussels Dec. 9. While lauding removal of
Russian troops from Georgia, Valionis said a similar withdrawal from Moldova was also necessary.

“Lithuania believes, that Ukraine should have a clear perspective of Alliance membership. The launch of the
membership action plan would be a consequent step on the Ukraine’s way to NATO. Undoubtedly Ukrainian
authorities should continue reforms,” Lithuanian Foreign Minister said in a press release.

Estonian commission to release findings of investigation into 1994 ferry disaster

A commission made up of local prosecutors and members of the security police will submit the findings of an
investigation next week to the Estonian government into whether the ferry Estonia was carrying military armaments
when it tragically sank in 1994 the group announced. After the Estonian Cabinet has received the report it will study
its findings before making the information public. A Swedish investigation concluded that the Estonia was not carry
military armaments on Sept. 28 1994 when it sank, but on two previous trips Sept. 14th, and 20th the ferry had
military ordnance on board.



Estonian Foreign Ministry to prostest Russian airspace violations

The Estonian Foreign Ministry said today they would turn to diplomatic channels to officially protest a violation of
its airspace by a Russian military cargo airliner on Dec. 6.



The Transport plane was reportedly headed for the Kaliningrad exclave when it crossed into Estonian airspace for
approximately a minute near the Vaindloo Island. Estonian authorities have often complained of repeated violations
of its airspace by Russian military aircraft.



Members of the Vilnius city government call on mayor to resign

Faction heads of Vilnius city government called on Mayor Arturas Zuokas to resign due to allegations that hey may
have taken bribes from the Rubicon Group. Conservative Kestutis Masiulis said that signatures would be gathered
for a written proposal calling on Zuokas to step down. Masiulis was previously Zuokas’ deputy mayor, but left the
position after the allegations were made.

Latvian PM: Anti-corruption bureau may be tapping phones

Latvian Prime Minister Aigars Kalvitis told the television station LNT today that investigators at the state’s
anti-corruption bureau KNAB could have distributed information to the media that they have gathered through
eavesdropping on telephone conversations.



"Apparently there are investigators, who try to enhance their intelligence gathering work through the media,"
Kalvitis said.



The questions arose after Transport Minister Ainars Slesers publicly accused the anti-corruption bureau of leaking
information from his telephone conversations after members of the media showed up at a meeting he had with a local
prosecutor.

Estonia disagrees with Blair

TALLINN – British Prime Minister Tony Blair’s proposal to cut the upcoming EU budget is disadvantageous to
Estonia, vice chairman of the European Parliament’s Foreign Affairs Committee Toomas Hendrik Ilves told the
Eesti Paevaleht daily.

“It is clearly disadvantageous to us, the main part of those cuts will simply be at our expense. Our agricultural
subsidies are anyway three times smaller than those of old member states, there are anyway restrictions on the free
movement of labor, and old member states won't anyway allow the free movement of services. In this light, attempts
to salvage the budget at our expense are especially cynical,” Ilves said.

Information that is currently known about the British budget proposal is based on media reports, he added, as the
proposal has not been officially unveiled yet.

Leaders determine Baltic Sea economic zones

VILNIUS – Lithuania, Sweden and Russia signed a governmental agreement at the Foreign Ministry in Vilnius to
determine the intersection point of the Baltic Sea’s exceptional economic zones and continental shelf.

The intersection point lies in the middle of the sea, in the Gotland trench some 141 kilometers from the coastline.

Now that an agreement has been signed, a legal delimitation of the economic zone and continental shelf from the
Swedish fishing zone and continental shelf will begin.

Adamkus questions party integrity

VILNIUS – President Valdas Adamkus has questioned the ruling four-party coalition’s ability to continue working
together.

“After the decision made at the meeting of the Social Democratic Party’s presidium, the president is unsure whether
partners in the ruling coalition will be able to continue working as a team and whether the agreements stipulated in
the coalition agreement will be retained,” presidential spokeswoman Rita Grumadaite told the Baltic News Service.

The ruling Social Democratic Party presidium passed a resolution on Nov. 29, supporting Brazauskas and
threatening to leave the ruling coalition if he resigns.

“The Social Democrats are determined to work in the coalition for the benefit of Lithuanian people, however, if
determined attacks prevent Prime Minister Algirdas Brazauskas from doing his job, the Social Democrats will leave
the parliamentary majority and the coalition government,” reads the statement.

President attends EU symposium

RIGA - Latvian President Vaira Vike-Freiberga will attend a symposium on international law and politics tomorrow
in Switzerland, where she will participate in discussions on the EU’s international role.

The president will deliver a speech at the University of St. Gallen’s symposium, which this year is entitled
“Challenging the U.S. -- A Challenge For Europe!” reported the presidential press service.

The Symposium International Law and Politics is held annually at the end of November or the beginning of
December.



Postimees: Almunia using outdated information

TALLINN – The Postimees daily reported that Joaquin Almunia, the European Union’s economic and monetary
affairs commissioner, was using outdated information to defend his argument that Estonia’s switch to the euro
should be delayed.

In an opinion article published in the Wednesday edition of Postimees, Almunia wrote that some EU members
would apparently have to postpone their accession to the eurozone due to soaring high inflation, or for hesitation
over eliminating their budget deficits.

“Excessive haste will be ruled out for legal reasons, and would be economically disastrous too,” the commissioner
said.

Russia reprimand Estonia, Latvia

Russian Deputy Foreign Minister Alexander Grushko accused Estonia and Latvia of violating Russian-speakers’
rights at a meeting of the Council of Europe Committee of Ministers in Strasbourg on Thursday.

A large number of Russians living in Estonia and Latvia still lack citizenship and cannot vote in elections, Grushko
told the Interfax news agency.

The Council of Europe’s high commissioner for human rights, Alvaro Gil-Robles, has noted these violations, he
continued, but the organization has not responded.

The deputy foreign minister said the human rights watchdog should pressure authorities in the two Baltic states to
speed up the naturalization process and begin a serious dialogue with ethnic minorities.



Brazauskas: Adamkus reacted in a 'just way'

Prime Minister Algirdas Brazauskas expressed satisfaction that the president has reacted in a “just way” to the
situation surrounding his family business.

“The president gave a just estimation of the situation. He repeated the things I had said: first of all, there should be
a legal basis, then we will be able to act,” he told journalists.

On Thursday, President Valdas Adamkus said the State Property Fund, the State Audit, the Special Investigation
Service and other law enforcement and regulatory bodies must exercise their powers in investigating the prime
minister’s family business affairs.



Government focuses on immigration

TALLINN – The government developed a new integration plan that focuses on bringing in immigrant labor, the
daily Postimees reported, emphasizing that the linguistic integration of non-Estonians already living in the country
will not be neglected.

In connection with the free movement of labor, Population Minister Paul-Eerik Rummo said it was necessary to
consider what an increased number of immigrants would mean for Estonia. He added that the country should look
beyond national borders.

Although it is legally inaccurate to say so, EU members arriving in the country have to be seen as new immigrants,
the population minister said.

Russia trains airforce after SU-27 crash

MOSCOW - Commander of the Russian Air Force Army Gen. Vladimir Mihkailov announced that Russia’s
military aircraft have been trained on flying along the Gulf of Finland to the Kaliningrad Region and back.

“The instruction establishes officials’ activity in the organization and ensuring of the flights, the routes of the
flights, as well as crew activity for the non-violation of other countries national borders,” Mihkhailov told Inerfax.

The document specified what the aircraft crew should be doing for the duration of the flight, which includes steering,
search and rescue activity and many other important points.

The Russian Defense Ministry source told Interfax that the instruction was planned after a Russian SU-27 fighter
illegally passed into Lithuanian air space and crashed on Sept. 15.



Human Rights Office opens anti-discrimination department


Police arrest Pae Street suspect

TALLINN- National security police arrested a person suspected of carrying out explosions in the area of Pae Street
earlier this morning. The arrest was a result of the city government’s one-million kroon (64,000 euro) reward.

The suspect, who had no previous police record, is an ethnic Estonian man born in 1938 and has higher technical
education. The man also has a number of places of residence in Tallinn.

According to available information, the suspect knew none of his victims personally.

Aldis Alus, general director of the security police, refused to comment on the suspect’s motives.

“Investigating authorities have enough evidence to suspect the detained person, prosecutor Maris Kurm told
reporters. “He has been charged with murder, but we can’t say of how many people,” he added.

Over the past 10 years there were 15 explosions on Pae Street, where nine people were killed and many injured. The
latest blasts took place on Sept. 9 and Nov. 3 of this year.


Parliament votes to extend Iraqi mission

RIGA - Parliament voted to extend Latvia’s peace-keeping troop’s mandate, continuing their mission in Iraq one
more year.

The 100-member Parliament passed the motion with 51 votes for and 27 votes against.

Defense Minister Einars Repse, representing New Era, said he was surprised that no debate was held. He did,
however, approve of the lawmakers “not building cheap popularity at the expense of this issue.”

Next year could be Latvia’s last in Iraq, Repse said, adding that it was time the Iraqis take over responsibility for
their own security.

Latvian soldiers will remain part of the Polish unit in Iraq, the defense minister said.

The current mandate of Latvian soldiers in Iraq will expire at the end of this year.

Darn.

I was listening the radio and trying to think about KLM airlines, when the lady put the fire chief on, who was talking about evuacating 5 buildings in Mohave Valley and waiting for the gas man.......

Now that is too many gas men happenings.

Mohave Valley is about half way between Bullhead City (Laughlin) and Needles, California.

The flood report said it was washing away homes and cars, in Missouri.

I don't know much about KLM, but it sure fits, 3 men and now a bomb.

Amsterdam - Evacuation Drill in Metro | Suspicious Package on Train

The local authorities in Amsterdam began an evacuation drill at Waterlooplein metro station at 8am on Wednesday morning. Passengers in a metro train and commuters on the platform were informed of the drill and were asked to leave the station as quickly as possible. The evacuation exercise was scheduled to finish by 8.30am. Normal metro services resumed when the drill ended but with some delays.

Amsterdam's transport authority GVB has been announcing the drill would take place this week in one of the underground stations, but the location, day and the time were kept secret to add the element of surprise and authenticity to it.

In September, Amsterdam City Council announced that a few of these drills would periodically be conducted on the public transport system to better prepare for the threat of a terrorist attack. Rotterdam has already held a disaster drill in the city's Coolsingel station.

Meanwhile, a train from Utrecht to Schiphol Airport was halted just before it entered the Schiphol Tunnel leading to the airport's underground station on Wednesday morning.

The driver stopped the train after a police officer on the train reported seeing a "suspicious person" with a suitcase.

The Railway Police detained a passenger a short time and a bomb disposal team was called in to examine the train carriage in which the man was sitting.

Train services between Schiphol and Amsterdam Zuid WTC (World Trade Centre) station were suspended because of the alert. Trains continued to run normally between the airport and Centraal Station in Amsterdam.

Islamic military head arrested

BANGLADESH'S elite security force has arrested the military head of a
militant group which is waging a deadly bombing campaign to impose
Islamic
law in the majority-Muslim country.

"We have caught Ataur Rahman Sunny, the military head of Jamayetul
Mujahideen, from a hideout in Dhaka today," Lieutenant Commander
Mahbubul
Haq Molla, a senior officer of the Rapid Action Battalion (RAB), said.

Sunny, whom police say led a series of bomb attacks on behalf of the
banned
group, would be paraded before the media later, police said.

"RAB officers surrounded a dormitory of a technical institute in the
city
and nabbed Sunny from his hideout," Lt Molla said.

"We have information that he is the military and operation chief of
Jamayetul Mujahideen."

Sunny is also believed to be the brother of the main leader Shaikh
Abdur
Rahman, who remains a fugitive.

Police have linked Jamayetul Mujahideen to a wave of nationwide bomb
blasts
in August and suicide bombings late last month. A total of 24 people as
well
as four suicide bombers have been killed since August.

try to identify potential terrorists also raised concerns that the
administration could use it to create dossiers on U.S. citizens and

Dempsey said it was a shame that funding was cut because the program

Research Projects Agency (DARPA) project did not meet expectations but

the hype created by DARPA probably killed the idea.

Brandon Milhorn, a counsel for the Senate Intelligence Committee,
bemoaned
the demise of the project, saying that it is like asking the
intelligence
community to fight terrorism "with pen and paper and a phone." He
dismissed
the complaints that the data mining planned as part of the project
could
have been used against U.S. citizens, saying that the intelligence
community
"has enough work as it is to track terrorists, let alone to track
normal
people."

Jay Stanley, legislative counsel at the American Civil Liberties Union,
said
officials never offered sufficient assurances that the program could
not be
abused. Oversight and safeguards are necessary to ensure against
investigations of law-abiding citizens, he said.

But Robert Popp, special assistant to the director of strategic matters
at
DARPA and someone who worked on TIA, still believes in the use of
technology
to efficiently investigate concerns.

Dempsey argued that no one wants to deprive the government of
terror-fighting tools but that the government has many tools already,
including the criminal code.

I seem to remember quite a few last year as well.

Just heard that 3 wee ones ages 5, 3 and 7 months are in critical condition after being washed away in the MO flood.

The former head of MI5, Sir Stephen Lander is also a non-executive Director of Northgate.

A DIFFERENT CHRISTMAS POEM



The embers glowed softly, and in their dim light,

I gazed round the room and I cherished the sight.

My wife was asleep, her head on my chest,

My daughter beside me, angelic in rest.



Outside the snow fell, a blanket of white,

Transforming the yard to a winter delight.

The sparkling lights in the tree I believe,

Completed the magic that was Christmas Eve.



My eyelids were heavy, my breathing was deep,

Secure and surrounded by love I would sleep.

In perfect contentment, or so it would seem,

So I slumbered, perhaps I started to dream.



The sound wasn't loud, and it wasn't too near,

But I opened my eyes when it tickled my ear.

Perhaps just a cough, I didn't quite know,

Then the sure sound of footsteps outside in the snow.



My soul gave a tremble, I struggled to hear,

And I crept to the door just to see who was near.

Standing out in the cold and the dark of the night,

A lone figure stood, his face weary and tight.



A soldier, I puzzled, some twenty years old,

Perhaps a Marine, huddled here in the cold.

Alone in the dark, he looked up and smiled,

Standing watch over me, and my wife and my child.



"What are you doing?" I asked without fear,

"Come in this moment, it's freezing out here!

Put down your pack, brush the snow from your sleeve,

You should be at home on a cold Christmas Eve!"



For barely a moment I saw his eyes shift,

Away from the cold and the snow blown in drifts..

To the window that danced with a warm fire's light

Then he sighed and he said "Its really all right,

I'm out here by choice. I'm here every night."



"It's my duty to stand at the front of the line,

That separates you from the darkest of times.

No one had to ask or beg or implore me,

I'm proud to stand here like my fathers before me.



My Gramps died at 'Pearl on a day in December,"

Then he sighed, "That's a Christmas 'Gram always remembers."

My dad stood his watch in the jungles of 'Nam',

And now it is my turn and so, here I am.



I've not seen my own son in more than a while,

But my wife sends me pictures, he's sure got her smile.

Then he bent and he carefully pulled from his bag,

The red, white, and blue... an American flag.



"I can live through the cold and the being alone,

Away from my family, my house and my home.

I can stand at my post through the rain and the sleet,

I can sleep in a foxhole with little to eat.



I can carry the weight of killing another,

Or lay down my life with my sister and brother..

Who stand at the front against any and all,

To ensure for all time that this flag will not fall."



"So go back inside," he said, "harbor no fright,

Your family is waiting and I'll be all right."

"But isn't there something I can do, at the least,

"Give you money," I asked, "or prepare you a feast?



It seems all too little for all that you've done,

For being away from your wife and your son."

Then his eye welled a tear that held no regret,

"Just tell us you love us, and never forget.



To fight for our rights back at home while we're gone,

To stand your own watch, no matter how long.

For when we come home, either standing or dead,

To know you remember we fought and we bled.

Is payment enough, and with that we will trust,

That we mattered to you as you mattered to us.





WE ALL NEED TO PRAY FOR OUR



MILITARY PERSONNEL EVERY NIGHT!

Web bot technology is being used experimantally to see whether information on the internet can predict events. It's kind of a pseudo-science. You can find out more at www.urbansurvival.com. I have seen stuff cross posted here from the TB2K forum about it in the past.

Of course it could be an attack to hurt Sir Lander in his bank account.

But as it is in business to manage Human Resources, I have to ask "Whose name is in the files?".

At first I thought it was the name "Northgate", it seems that I should know something about that name?
