The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Eastside man at center of drug probe that led to prison terms for two lawyers


SEATTLE - An Eastside man at the center of a drug probe that has already led to prison terms for two local defense attorneys was sentenced to 17 years in prison today for conspiracy to distribute cocaine and marijuana.

In addition to the prison time, Robert V. Kesling, 27, was also sentenced to five years of supervised release by U.S. District Judge Ricardo S. Martinez. At the sentencing, Judge Martinez told Kelsing “these amounts of drugs are very high, even by federal court standards.”

The charges against Kelsing stem from an investigation by the Organized Crime and Drug Enforcement Task Force (OCDETF), including U.S. Immigration and Customs Enforcement (ICE), the Drug Enforcement Administration (DEA), and the Internal Revenue Service Criminal Investigation Division (IRS-CID).

Kesling pleaded guilty in September to taking delivery of large shipments of cocaine and assisting in shipping that cocaine to Canada. In addition, Kelsing took delivery of 100 pound shipments of marijuana from Canada, and assisted in distributing the marijuana in the United States. The cocaine and marijuana were stored at various locations, including a residence in Woodinville, Washington, controlled by Kesling and others. On February 28, authorities seized suitcases containing 149-kilogram bricks of cocaine from a vehicle in Monroe, Washington. The cocaine, valued at $34 million, was intended by Kesling for delivery to Canada. In March, agents recovered 1,450 pounds of packaged marijuana with an estimated street value of more than $1 million from the Woodinville residence.

“This case is representative of ICE's commitment to disrupt and deter international narcotics smuggling activity,” said Leigh Winchell, special agent-in-charge for ICE investigations in Seattle. “It is also indicative of our overall law enforcement effort to safeguard our communities. ICE's goal is to identify and dismantle criminal organizations like this one that seek to profit from their illicit activities.”

In their sentencing memo to the court, prosecutors say Kesling was responsible for hundreds of kilos of cocaine going north to Canada, and thousands of pounds of marijuana being imported into the United States. “Kesling was the one who knew the sources of supply for the cocaine in California and Mexico…Kesling was the one they all trusted, and Kesling was the one they relied on to insure the success of their operations in the Western District of Washington.”

As part of his guilty plea, Kesling agreed to forfeit a boat, a 2005 Dodge Ram truck, a 2004 Lexus, two Harley Davidson motorcycles, computer equipment, a 36-inch flat screen television, jewelry, over $250,000 cash, a utility trailer, and numerous firearms, including several handguns.

Swedish terror suspect arrested in Prague

Swedish jihad update. He "loved bin Laden." From AFP, with thanks to Kakui:

A 39-year-old Swede accused of terrorism by the United States has been arrested in Prague, Swedish tabloid Expressen reported on Tuesday.
The man, who was not identified, is wanted by the US CIA spy agency and the Federal Bureau of Investigation, which accuse him of being terror mastermind Osama Bin Laden's "man in Sweden", Expressen wrote.

The US has tried to obtain his extradition for several years, accusing him of setting up Al Qaeda training camps in the US state of Oregon in 1999, but Sweden has refused to hand him over, the paper said....

The paper said that the Swede was also accused of having links to the group that carried out the July 7th bombings in London.

Expressen met the 39-year-old earlier this year when he denied having anything to do with the London bombings.

But he stressed that he "loved Bin Laden".

"You don't have to be a terrorist to love Bin Laden," he told the paper.

According to Expressen, the man was accused in Sweden of plotting terrorist attacks several years ago but was freed for lack of evidence. He was later sentenced to a year behind bars on a weapons offence.

Sami al-Arian: Genocidal, Anti-American Islamist Hero

When former college professor-and alleged terrorist-Sami al-Arian was unexpectedly acquitted Tuesday on eight counts and received a hung jury on the other nine, many Muslims could barely contain their glee. "People are just jubilant," Ahmed Bedier, the Tampa chapter director of the Council on American-Islamic Relations (CAIR), told the New York Times.

The not guilty verdicts were a "wonderful and a tremendous victory," according to a statement released by Muslim-American Society (MAS) President Mahdi Bray.

While in many cases it might be reasonable to forgive a defendant acquitted by a jury of his peers, it is not with al-Arian. Regardless of whether or not the jury believed his actions constituted a specific legal violation by acting "in furtherance of" terrorist attacks, there is no mistaking what is in al-Arian's heart.

As a result of the trial, al-Arian has been forced to admit that he did, in fact, have an intimate working relationship with Palestinian Islamic Jihad (PIJ). Why? Because he was caught on tape coordinating with them, again and again and again.

Al-Arian also admitted that he wrote a letter-which he allegedly attempted to send, but could not do so successfully-to a Kuwaiti legislator urging him to support the families of suicide bombers in order to provide "support of the jihad effort in Palestine so that [suicide] operations such as these can continue."

He wrote the letter just weeks after President Clinton had signed an executive order banning financial and material support of PIJ. Again, this is only known because the government introduced it as evidence during trial.

Support for al-Arian, though, has long pre-dated the six-month trial. Then again, so has the evidence against him.

Dating back to September 1995, the Tampa Tribune wrote dozens of articles investigating al-Arian's affiliations with terrorist organizations and leading terrorists themselves.

While the university severed its relationships with the think tanks founded by al-Arian, it did not attempt to fire him. That only happened after 9/11-in a much different political environment.

Throughout the 90's, the body of evidence against al-Arian grew. An organization he founded, the Islamic Conference of Palestine (ICP) hosted an annual conference that played host to what the Tampa Tribune dubbed a "militant all-star team": Islamic Jihad founder Abdel Aziz-Odeh, Sheik Omar Abdel Rahman (spiritual leader of the 1993 World Trade Center bombers), leading Hamas official Mohammed Sakr, and high-ranking Sudanese terrorist Hassan Turabi. The paper also reported that ICP publications had "articles [that] solicited contributions for the Islamic Jihad and Hamas."

At the 1990 ICP conference, Al-Arian addressed the crowd of 200 people in St. Louis called for "true armed jihad against the enemy in Israel." At an ICP conference the next year in Chicago, the supposedly mild-mannered professor riled the crowd with a fiery rallying cry: "Advance, advance until Jerusalem! Victory is to Islam!"

But al-Arian didn't want to stop at Jerusalem. At a Cleveland ICP conference in 1991, he exhorted the audience to accept nothing less than a "Palestine" that spans from "from the river to the sea"-meaning from the Jordan River to the Mediterranean Sea, or all of the West Bank, Gaza, and Israel.

And his bloodthirst was not confined to Jews in the Middle East. His sights were also set on his adopted home country. In that same speech, he said, "Let us damn America. Let us damn Israel. Let us damn their allies until death."

None of this has been denied. It can't be. Al-Arian was on candid camera at each of these conferences, courtesy of counterterrorism expert and former journalist Steven Emerson, who first exposed Islamic militancy in the U.S. in his PBS documentary "Jihad in America."

Al-Arian was one of the "stars," yet he continued to enjoy substantial support in the Muslim community.

Al-Arian didn't have to do too much to mollify his boosters. When confronted on CBS' 48 Hours about his saying "Death to Israel" on camera, he lamely responded, "'Death to Israel' means death to the system. It's like saying 'death to apartheid.'"

Without sitting in the jury box or in the deliberation room, there is no way to determine exactly why the 12 men and women decided that al-Arian's actions did not constitute a violation of the law. But it wasn't because most of the allegations weren't true; they were.

Al-Arian's lawyers did not deny that he was an exuberant cheerleader of murdering innocent Jews, nor did they deny that his inner circle included many known terrorists.

So while this jury felt there wasn't enough to convict al-Arian of providing material support for terrorism, there is more than enough evidence for leading Muslims to know better than to embrace him.

While some organizations have stayed silent or have not been as exuberant in their support-Muslim Public Affairs Council Executive Director Salam Al-Marayati said simply in a statement, "We congratulate Mr. Al-Arian and his family for enduring this painful ordeal"-others have been less restrained.

American Muslim Alliance Chairman Dr. Agha Saeed hailed the verdicts as "'a Great Day for Justice in America," and claimed that the entire trial was nothing more than a "witch hunt against [a] legitimate Muslim leader."

Saeed's giddiness is particularly significant, as he is also the chairman of the American Muslim Taskforce for Civil Rights and Elections, which is comprised of 11 national organizations, including CAIR, MPAC, MAS, and the Islamic Society of North America.

More important is the long-term reaction of the politically active Muslim community and leaders of the prominent organizations. The obvious response would be to shun al-Arian, but the early reaction to the verdicts is not encouraging. Almost none of the leaders of Muslim organizations stated the self-evident truth that no matter what the jury found, al-Arian represents the very vitriol and thirst for violence that must be condemned.

Should al-Arian become a hit on the Muslim speaking circuit-and he may well-then what should be made of those who attend and the public figures who either support or at least condone his appearances? The answer, much like the true nature of al-Arian's character, is obvious.

Games Tackle Disaster Training

Don't worry about bird flu -- video games will come to the rescue.

The Centers for Disease Control and Prevention is funding a series of computer games to help prepare health workers and other first responders facing bioterror attacks, nuclear accidents and pandemics.

Backed also by Chicago's Department of Public Health, a University of Illinois at Chicago research team is developing a series of games that simulate health-related emergencies as well as biological, chemical, radiological and natural disasters.

The new approach is expected to save money -- but it can also prepare many professionals and volunteers quickly in the event of a health emergency, like the potential bird-flu pandemic.

"These games let people train on their own schedules," said Eric Holdeman, an expert in disaster relief and director of Washington state's King County Office of Emergency Management. "And it gets us away from death by PowerPoint in the typical classroom environment. It's also cost-effective."

The first game, which took three months to develop, trains health workers to respond to an anthrax outbreak. A massive flu pandemic simulation is in the works.

Players learn how to set up MASH sites, evaluate patients and dispense drugs. They also are trained to distribute medications to health-care sites and notify the public, instructing people on what to do -- without instilling panic.

Throughout the game, trainees' responses are scored for speed and appropriateness.

The game also helps health workers and volunteers cross-train for more than one job. Crisis teams are typically understaffed. The scoring helps players determine what they are good at and what skills they need to sharpen.

A multiplayer prototype is being developed to train teams of health specialists to work together.

There are about 23 different roles for each crisis, and each scenario requires different training, explained Dr. Colleen Monahan, an epidemiologist and the simulations' lead programmer.

"Avian flu is a real challenge, because people will be really scared," she said. "Fifty percent of people who get avian flu die, regardless of age. Quarantines, keeping people away from each other, will be difficult. Our approach helps people train for multiple tasks and role-play with each other without the cost and on their own schedules."

Traditionally, health-care workers are trained by role-playing or watching videos. The simulations won't entirely replace conventional approaches, Monahan said, but they will shorten and focus the face-to-face training.

The game was originally developed for the Chicago Public Health Department, but the CDC and other agencies, embarrassed by the response to Hurricane Katrina and other recent disasters, are keen to adopt new tools that will help them be more prepared when the next crisis hits.

Pakistan's National Database Registration Authority (NADRA) has declared the computerised Pakistani identity card found from the possession of 7/7 London bombing suspect Zeeshan Siddiqui, as a forged one.

Siddiqui had entered Pakistan via an Emirates Airlines flight on February 17, 2003. He is said to be the main terror link in relation to the 7/7 bombings, who imparted training to the London bombers.

According to the Daily Times, an expert working with the NADRA declared the identity card as forged after proper investigation.

Meanwhile, a trial court recorded the statement of the Crimes Investigation Department (CID) Investigation Officer, Attique Shah and completed the prosecution witnesses' statements before fixing December 12 as the date for recording the statement of the accused terrorist.

In his recorded statement, Shah revealed that after the arrest, the raiding party handed Siddiqui's ID card over to him. "I charged Siddiqui under Sections 419, 420, 468 and 471 of the Pakistan Penal Code (PPC) for possessing a fake identity card and booked him under Section 14 of the Foreigners Act 1946 for staying in the country illegally," the paper quoted him as saying.

Siddiqui's counsel Musarrat Hilali requested that the trial court summon the records from Lahore International Airport, and that his entry into Pakistan was legal and he was in the country with all the necessary documentation.

"Due to the non-availability of his entry records, I could not move his bail application in the Peshawar High Court," she said adding that: "I had tried very hard to get his travel documents from the airport authorities, but was refused access to them." (ANI)

U.S. deports Saudi director of Virginia Muslim charity

A Saudi national who served as director of the Virginia office of the Muslim World League (MWL) has been deported by U.S. Immigration and Customs Enforcement (ICE) agents on immigration charges.

ICE spokesman Dean Boyd said Abdullah Alnoshan, 44, of Falls Church, was returned to Saudi Arabia over the weekend. He was arrested in July by ICE and FBI agents assigned to the Joint Terrorism Task Force. A criminal complaint charged Alnoshan with conspiring to commit immigration fraud by using fake employment documents to enter, exit and live in the United States.

Alnoshan also was accused of seeking to deter law-enforcement agents from discovering his true immigration status. (snip)
