The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

"ADF: Worldwide Outcry Influenced Swedish Pastor's Hate Speech Trial"

ARTICLE SNIPPET: "(AgapePress) - An attorney with the Alliance Defense Fund (ADF) says international exposure and pressure played a major role in a recent decision by Sweden's Supreme Court not to convict a pastor of committing a "hate speech" crime after he preached a sermon offering a biblical perspective on homosexual sin.

Last week Sweden's highest court unanimously decided to acquit Pastor Ake Green, who had been charged with hate speech in connection with a July 2003 sermon he preached at his church and later had published in a local newspaper. Arrested, charged, and initially convicted, Green was given one month in jail, a sentence he appealed.

An appellate court overturned Green's conviction on February 11 of this year. However, on March 9, the Swedish Prosecutor appealed that decision to the Supreme Court, which acquitted the pastor on November 29.

ADF chief counsel Ben Bull says Swedish officials took notice of the extensive international press the case generated. He says this whole affair has been "a lesson that we need to be involved in what's happening in Europe with respect to the persecution of the Christian faith."

Under Swedish law, Bull points out, any person who shows disrespect for a person's sexual orientation may be sentenced up to four years in prison. He says things could have gone very differently for Pastor Green in the courts, but public outcry made a difference in the outcome of the legal controversy."

US congresswoman pushes for public disclosure on Tupac Shakur

US congresswoman Cynthia McKinney is pushing for the public disclosure of all government records related to the life and death of Tupac Shakur. The Georgia state representative has introduced a bill before congress, entitled 'The Tupac Amaru Shakur Records Collection Act of 2005', which calls for the "expeditious disclosure" of those records.

The bill is modelled on 1992's John F. Kennedy Assassination Records Collection Act which mandates that all material relating to the late president's assassination be housed in one complete collection. If it becomes law, it will mean that the Tupac records will be gathered together in the National Archives in Washington DC, with a second copy of the collection being kept at the Tupac Amaru Shakur Center for the Arts in Stone Mountain, Georgia.

Ex-Kent man ends try to stay in U.S.

Her husband's cellmate had just told her her husband was gone.

For the first time in three years, Ashraf al-Jailani -- who apparently gave up his fight to remain in the United States -- was no longer in the York County, Pa., jail.

``They could take him to one of their undisclosed locations,'' Swensen said, speculating where the government might take her husband next. As for herself and the three children she and al-Jailani share, she said: ``I don't know what we'll do.''

Federal immigration officials would not confirm whether al-Jailani remains in the country.

``We are moving ahead with the removal order,'' said Michael Gilhooly, spokesman for Immigration and Customs Enforcement. ``We don't discuss our removal operations... for security reasons.''

After more than three years in prison, with no charges filed against him and government allegations that he was a first-string al-Qaeda operative rejected by every court that heard them, the 42-year-old former Kent resident lost his will to fight deportation.

The new indictment alleges that Elzahabi tried to use the green card Sept. 6 and 21, 2001, in Ramsey County and Feb. 7, 2002, in Hennepin County.

Khadr to face U.S. hearing in January on charges in terrorist attack

WASHINGTON (CP) - Suspected terrorist Omar Khadr will face an administrative hearing in January on a murder > charge and other counts stemming from a 2002 grenade attack in Afghanistan, the U.S. Defence Department says.

The Toronto-born Khadr, 19, who's been held for more than three years on the U.S. military base at Guantanamo Bay, Cuba, was formally charged last month.

The Jan. 10 hearing is expected to last no more than a day and will likely involve scheduling decisions and entering a plea, the Pentagon says.

Khadr's case was referred last week to a military commission to be led by marine Col. Robert Chester.

The teenager has also been charged with attempted murder, conspiracy and aiding the enemy in an attack that killed a U.S. soldier. He will not face the death penalty.

Homegrown militants present Europe with new terror threat

PARIS -- Yelling into a radio reporter's microphone, the radical French Muslim from a working class neighborhood of Paris urged his friends to join

him on the battlefields of Iraq.

"I'm ready to set off dynamite and boom! Boom! We kill all the Americans!" Boubaker el-Hakim cried. "All my brothers over there, come defend Islam!"

That chilling message, in a 2003 interview conducted in Iraq as U.S. troops were preparing to invade, has proven to be an early warning of a worrisome new phenomenon of homegrown militants from Europe heading to Iraq to join the insurgency, driven by anger over the U.S. occupation and what they see as Western attacks on Arabs and Islam.

For officials here fearful that France -- despite its opposition to the Iraq war -- could be one of the next targets for terror, this breed of radicals is especially hard to track because they have no known links to major terror figures like Osama bin Laden or his al-Qaida network.

Jean-Francois Ricard, one of France's top anti-terrorism judges, told The Associated Press that traveling to Iraq to fight U.S.-led forces has strong appeal among Muslims here and that recruitment chains are popping up all the time.

"We are constantly finding them," Ricard said. He estimated that "dozens" of such networks are operating across Europe.

GICM terror suspects face 10 years jail

BRUSSELS - The federal public prosecutor demanded in Brussels Court on Thursday the maximum

sentence of 10 years jail for the alleged leaders of the Moroccan Islamic Combatant Group (GICM).

The two main suspects were identified as Abdelkader Hakimi and Lahoussine el Haski, newspaper 'Het Laatste Nieuws' reported.

The prosecutor also demanded eight years jail for two other suspects who allegedly held leading roles within GICM.

Seven suspects accused of being involved in the activities of the terror network face jail terms of four to five years. Two men face a jail term of three months for entering Belgium illegally.

Almost ignored by the mainstream U.S. media, the strategic nuclear arms race between the United States and Russia has revived -- with spending and weapons development at an intensity unseen since the days of the SS-18 and Pershing II deployments a quarter of a century ago. On Nov. 17, as reported by United Press International, the U.S. Navy successfully carried out its most ambitious and successful test yet of an anti-ballistic missile interceptor launched from an Aegis class cruiser in the Pacific Ocean. The success of the test contrasted sharply with the enormous delays, cost over-runs and major test failures that have plagued the land-based anti-missile technology deployed by the Missile Defense Agency around Fort Greely, Alaska.

But meanwhile, Russia continues to push ahead with its most massive intercontinental ballistic missile testing and upgrading program since the collapse of communism. Flush with oil export revenues, Russian President Vladimir Putin has been pouring resources into his Strategic Missile Forces to upgrade the land-mobile SS-27 Topol-M and submarine-launched Bulova ICBMs and make them maneuverable and impervious to America's still untried new anti-missile defense systems.

Singapore says terror groups looking for new targets

SINGAPORE (AFP) - Southeast Asian terrorist groups are seeking new targets

and remain a serious threat to the region, Singapore's Home Affairs Minister Wong Kan Seng has warned.

"Indeed, notwithstanding our successes, we have clearly seen a certain resilience in the terror networks in the region to regenerate itself with new recruits," Wong said at the launching ceremony of a new frigate for the Singapore navy.

"While we may have seen fewer car bombs of late, we have seen more suicide bombers with body-borne bombs," he said.

Southeast Asia has been described by the United States as the second front in its global "war on terror". Jemaah Islamiyah (JI), an Al Qaeda-affiliated group, has been blamed for several attacks in the region, especially in Indonesia.

Police deny deal with terror suspect

NSW police say they met with terror suspect Saleh Jamal

in a Beirut prison, but deny offering him a deal if he confessed to a plot to attack Sydney.

Jamal says Australian police offered to return him to Australia if he informed on six terrorism suspects he allegedly recruited, and admitted to planning to attack Sydney Harbour.

Jamal, who was the key target in the lead-up to Operation Pendennis recently, says he'll mount a terrorist attack on Australia if he's brought back.

NSW police confirmed reports in The Australian newspaper that officers from the department and the Australian Federal Police (AFP) visited Jamal on numerous occasions in a Beirut prison where he's serving a five-year sentence for weapons offences.

But the NSW police spokesman denied the terror suspect was ever offered a deal.

Iran orders “agents” to rig Iraq’s elections - report

London, Dec. 10 – Iran has ordered its “agents” in Iraq to rig the parliamentary elections on Thursday, according to an Iraqi website.

The plan is to be carried out in three stages, the website Iraq al-Qad wrote on Wednesday.

The first stage involves voting multiple times with forged ballots. There will also be widespread propaganda to mislead ordinary Iraqis to vote for the pro-Iran Shiite slate led by the cleric Abdul-Aziz al-Hakim.

During the second stage, Tehran’s agents will attempt to tamper with the records of all the ballot boxes at the end of the polls, the report said.

The third stage is when the final voting slips are delivered to the provincial capitals to be transferred to the United Nations’ tally centre. Tehran has ordered its agents, some of whom have senior official positions, to tamper with the votes in certain provinces.

Former Saudi intelligence chief and ambassador to UK, Turki saw signs of differences between bin Laden and Abu Musab al-Zarqawi and predicted the latter would succeed the former.

The Saudi ambassador reaffirmed concerns that Iran was exerting “undue influence in Iraq.” He added that Saudis are not going the nuclear way” of Iran because it would start a regional arms race, thereby indirectly confirming Iran’s goal of attaining a bomb.

He urged Iraq’s Shiites, Sunnis and Kurds to work together as the only way to achieve a stable and unified Iraq.

At least 57 people are on the sick list after an outbreak of salmonella in Hobart. The wave of food poisoning is believed to have forced dozens of Tasmanians on to workers' compensation leave while they recover. Of the 22 cases statewide confirmed by testing in the past fortnight [2 weeks - Mod.LL], 13 were linked to the Hobart outbreak, the Department of Health and Human Services said. But as of yesterday, 8 Dec 2005, there were 57 people off sick with the symptoms in Hobart.

Raw egg has been named the likely culprit for the Hobart attacks, but the State Government maintained there was no need to reveal the suspected food business at the heart of the outbreak.

"There is no public health reason to identify the business," Public Health Director Roscoe Taylor said. "It acted to prevent further risk as soon as it was made aware of the problem last Fri, 2 Dec 2005, so we don't expect any new outbreaks from this source."

'No evidence CIA destroyed dossier on Khan'

AMSTERDAM: The Dutch justice minister acknowledged on Friday that the
dossier of evidence used to prosecute Pakistani nuclear scientist Abdul
Qadeer Khan in the 1980s had disappeared, but said there was no
evidence of
CIA involvement.

Khan worked in the 1970s for a Dutch-based European nuclear research
centre,
from which he stole secrets used to develop Pakistan's nuclear bomb. He
was
convicted in absentia in Amsterdam for the theft in 1983, but it was
overturned on appeal in 1985 on a technicality.

In a letter to the Dutch parliament released on Friday, Justice
Minister
Piet Hein Donner said a formal investigation had found the dossier was
now
empty, except for "a few administrative documents, such as the 1983
verdict
and the decision on appeal in 1985."

He said the dossier had likely been destroyed about a decade after the
case
concluded, though investigators could not rule out other possibilities.
His
ministry would draw up new guidelines to preserve materials from
important
cases, he said.

"As for the idea that the CIA played any role in the manner in which
the
criminal dossier of Khan was administered, no evidence of that was
found,"
Donner's letter said. Last year, Khan acknowledged selling nuclear
technology to Iran, Libya and North Korea. Khan, who was revered in his
own
country for countering the nuclear threat from rival India, was granted
a
pardon by President Pervez Musharraf.

Former Dutch prime minister Ruud Lubbers said earlier this year that
the CIA
had insisted the Netherlands not prosecute Khan when the theft was
first
detected in 1975, as well as when he returned to the country in 1986 to
arrange an equipment shipment. He quoted the CIA as saying it wanted to
continue shadowing Khan to find out more about his operations.

The CIA and Pakistan's intelligence service were covert allies in the
1980s
against the Soviet occupation of Afghanistan, and were careful to
preserve
good relations between the two countries. India was a military client
of the
Soviet Union throughout the Cold War. Khan graduated with a
metallurgical
engineering degree from Delft University in 1967. In the early 1970s
was
hired by a subsidiary of the Dutch company Urenco, the Physical Dynamic
Research laboratory, which was developing sensitive ultra centrifuge
technology used for uranium enrichment. For years, Khan had access to
confidential nuclear secrets that later became the heart of Pakistan's
nuclear weapons programme. agencies

TAMPA - Local American Civil Liberties Union officials are challenging Polk County's requirements for erecting displays in a "free-speech zone" the government established after a Nativity scene dispute last year.

The West Central Florida office of the ACLU filed a federal lawsuit Friday, a week after its application to put up a display in the designated area was rejected.

The free-speech zone is a public forum on county property where people and organizations may express their views. It was created after a Baptist church put up a Nativity scene on county property last Christmas, leading other groups to put up displays, too.

_____ More than three-fourths of the people living in Afghanistan say living conditions, security from crime and freedom of expression have improved from the days when they were living under Taliban rule, an ABC News poll says. On the questions of jobs and economic opportunity, people are evenly divided on whether economic opportunities are better or worse.

Almost nine in 10 - 87 percent - say the US-led overthrow of the Taliban in 2001 was a good thing for the people of Afghanistan. And three-fourths of Afghans say their country is headed in the right direction, far higher than in the United States, where only three of 10 say that.

The optimism comes in a country where people say by a 2-1 margin that their own economic situation is bad, medical care is limited and basic services like electricity are not available for many people.

Six in 10 Afghans say attacks on US troops cannot be justified, while three in 10 say they can.

The poll of 1,089 adults was conducted by Charney Research with field work by the Afghan Center for Social and Opinion Research in Kabul from Oct. 8-18 and has a margin of error of plus or minus 3.5 percentage points.

Al Qaeda Training Manual The manual was located in Manchester by Metropolitan Police during a search of an Al Qaeda member's home.

The manual was found in a computer file described as "the military series" related to the "Declaration of Jihad." The manual was translated into English and was introduced earlier this year at the embassy bombing trial.

3. Assassinating enemy personnel as well as foreign tourists.

4. Freeing the brothers who are captured by the enemy.

5. Spreading rumors and writing statements that instigate people against the enemy.

6. Blasting and destroying the places of amusement, immorality, and sin; not a vital target.

7. Blasting and destroying the embassies and attacking vital economic centers.

8. Blasting and destroying bridges leading into and out of the cities.
