The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

Top three Gulf security dilemmas

The small emirate of Qatar where I spent last weekend attending a gathering of NATO parliamentarians with officials, scholars and activists from the Arab
Gulf states is well known for three things, and is trying to generate a reputation for a fourth.

Its three attributes to date are its immense natural gas reserves, which leads to its second reality of being the main base for the American armed forces in
the Gulf region. It is also known (and widely respected in most places, except the impetuous United States) as being the home of Al Jazeera television.

For the past few years, Qatar also has been busy developing a reputation as an open intellectual, educational and political meeting place in the Gulf
region, where the best universities in the world open branches and people can freely discuss any public issue of concern. So it was no surprise to hear the
honest, profound dialogue that took place last weekend in Doha during the two-day gathering sponsored by the NATO Parliamentary Assembly, in
collaboration with the Consultative Assembly of Qatar.

The theme of the gathering was the role of parliamentarians in relations between NATO and the "broader Middle East", meaning everything between
Morocco and Bangladesh. Unfortunately, most Arab parliaments and lesser cousins, such as appointed advisory, Islamic shura or consultative councils,
neither accurately represent their citizenry nor play a true checks-and-balances function vis-à-vis the all-powerful executive and security sectors of society.
This is why throughout the broader Middle East, parliaments are also broadly lacking credibility and impact.

Nevertheless, a very fine and honest discussion took place among the 60 participants, who were mostly non-parliamentarians from the Arab side. Three
main themes emerged that should interest anyone who studies the Gulf states and their evolution: the importance for stability in the entire region of
solving the Arab-Israeli conflict fairly; the enormous impact that ultimate conditions in Iraq will have on the entire region; and, the great dilemma that
defines the smaller Gulf states and Saudi Arabia: they have no alternative to American military support for their security, but also suffer the destabilising,
terror-promoting consequence of having US troops in their country.

The oil- and gas-fuelled Gulf states are not, as often perceived abroad, little wonderlands, basking in their bountiful revenues and able to get on with
developing their societies, sometimes in fantastic and flamboyant ways. The reality is that there is great concern and even some fear of an existential
nature here. This is because of their historic vulnerabilities to nearby Iran and Iraq, and the current contradiction between their immense natural wealth,
on the one hand, and, on the other hand, their inability to protect themselves from political tensions in the region (both Arab and Iranian) or even from
the possibility of turning into a battleground of competition for energy among the world's current (US, Europe, Japan) and looming powers (China,
India).

The combination of ongoing injustices and occupation in Palestine and the turbulent, violent situation in nearby Iraq, including the perhaps permanent
presence of American troops, generates popular anger and angst throughout the Arab Gulf region. In some cases, this meshes with homegrown anger at
official policies, and at sometimes wasteful or corrupt use of the indigenous oil and gas income, leading a few disgruntled citizens to respond by joining
Osama Ben Laden's cohort of urban terrorists, targeting the Gulf Arab societies and regimes as well as their foreign protectors.

It is important to recognise that many astute members of these wealthy Gulf societies acknowledge their very real security dilemma. They know they
cannot protect themselves and their coveted resources against traditional local powers like Iran and Iraq, and must rely on foreign protection (the British
before 1971, the Americans since). Yet American military forces in Saudi Arabia after 1990 and in Iraq today are the main instigators of anti-American
sentiments throughout the region, and the primary magnets that attract hundreds of young Arabs to fight in Iraq against the US presence and what they
see as an American-installed puppet government. This is a cruel but deep dilemma: their main source of security — foreign troops — is also the main
reason for their insecurity in the face of homegrown terrorism.

There are no other realistic alternatives to foreign security assistance and reliance today, most analysts and officials in the Gulf seem to agree, yet more
effective new policies are required to deal with the consequences of such reliance. As the respected director of the Gulf Studies Centre at the University of
Qatar, Dr Hassan Al Ansari, told the gathering, it is difficult to deal with terror only by force or by trying to fight it militarily from outside the region
(i.e., Anglo-American armadas). What is needed also is a domestic Arab response that includes government reform, anti-corruption actions and moves
towards more participatory democracy. Until then, he said, the small, energy-wealthy emirates of the Gulf will choose to continue to rely on American
and other foreign security protection, because their very survival may be at stake.

The former information minister of Kuwait, Saad bin Tifla al Ajami, offered a very succinct perception of the possible threats or positive repercussions
from Iraq. He outlined four scenarios, as seen from the perspective of Kuwait and other small Gulf emirates. "Containable chaos" was the first one, in
which Iraqis would engage in a protracted and bloody civil war without the interference of neighbours. The second was "uncontainable chaos", where
civil war in Iraq spills over into neighbouring lands, of which there are six countries with conflicting agendas (Turkey, Syria, Iran, Kuwait, Saudi Arabia
and Jordan). The third scenario is Iraq splitting into three entities run by warlords, which would probably prompt regional confrontations, at least with
Turkey, Syria and Iran. The fourth is a positive scenario — "a dream", in his words — of Iraq emerging from its current condition as a united,
democratic, prosperous and stable country.

There is no way to know today which scenario will prevail, because there are good reasons for both optimism and pessimism on Iraq. His conclusion for
Gulf security in the long run, and his suggestion to NATO parliamentarians, is to get more actively involved in finding a fair solution to the Arab-Israeli
conflict while a two-state solution is still possible. He also recommended that Gulf countries themselves confront the potential threat from Iran by
working to strengthen civil society and democracy inside Iraq. Otherwise, he noted, Iraq will continue to promote the "Afghanisation" of Salafi jihadi
terrorists, who are radicalised and trained in military resistance and terrorism in Iraq and then go to attack other Arab countries.

Qatar does a real service to itself and all others in its neighbourhood by continuing to promote this sort of honest public debate which is starting to
become one of its hallmarks and is badly needed throughout the region.

The Muslim Brotherhood's "Project"

Scott Burgess at the Daily Ablution (thanks to LGF) has some extraordinarily
important information (here and here) about a recently discovered document that
contains "an outline for a strategy - most likely drawn up by the Muslim
Brotherhood - to combine jihad, surveillance, infiltration and propaganda (among
other techniques) in order to 'establish the reign of Allah throughout in the world'
via the creation of the Caliphate and its subsequent dominance."

A few introductory highlights:

This report presents a global vision of a worldwide strategy for Islamic
policy [or "political Islam"]. Local Islamic policies will be drawn up in
the different regions in accordance with its guidelines. It acts, first of
all, to define the points of departure of that policy, then to set up the
components and the most important procedures linked to each point
of departure; finally we suggest several missions, by way of example
only, may Allah protect us.

The following are the principal points of departure of this policy:

Point of Departure 5: To be used to establish an Islamic State;
parallel, progressive efforts targeted at controlling the local centres of
power through institutional action.

Point of Departure 6: To work with loyalty alongside Islamic groups
and institutions in multiple areas to agree on common ground, in order
to "cooperate on the points of agreement and set aside the points of
disagreement".

Point of Departure 7: To accept the principle of temporary
cooperation between Islamic movements and nationalist movements in
the broad sphere and on common ground such as the struggle against
colonialism, preaching and the Jewish state, without however having
to form alliances. This will require, on the other hand, limited contacts
between certain leaders, on a case by case basis, as long as these
contacts do not violate the [shariah?] law. Nevertheless, one must
not give them allegiance or take them into confidence, bearing in mind
that the Islamic movement must be the origin of the initiatives and
orientations taken.

Point of Departure 8: To master the art of the possible on a
temporary basis without abusing the basic principles, bearing in mind
that Allah's teachings always apply. One must order the suitable and
forbid that which is not, always providing a documented opinion [? "Il
faut ordonner le convenable et interdire le blâmable, tout en donnant
un avis documenté"]. But we should not look for confrontation with
our adversaries, at the local or the global scale, which would be
disproportionate and could lead to attacks against the dawa or its
disciples.
Point of Departure 9: To construct a permanent force of the Islamic
dawa and support movements engaged in jihad across the Muslim
world, to varying degrees and insofar as possible.

worldwide Islamic plan, with the policy plan and by means of jihad,
since it acts as the keystone of the renaissance of the Arab world
today.

This Travel Warning for Nigeria is being issued to address increasing crime in Lagos, as well as unrest in the Delta region. The Department of State continues to warn U.S. citizens of the dangers of travel to the country. This Travel Warning supersedes the Travel Warning issued May 20, 2005.

The lack of law and order in Nigeria poses considerable risks to travelers. Violent crime committed by ordinary criminals, as well as by persons in police and military uniforms, can occur throughout the country. In recent months, Lagos has witnessed a spike in crime. Some expatriates have been robbed in the outlying Lagos suburb of Lekki. In a working class section of mainland Lagos, an October 2005 clash between police and residents left several dead. Even Victoria and Ikoyi Islands, which are generally safer than other parts of Lagos, have experienced attempted bank robberies, and have seen an increase in smash-and-grab car robberies, including some involving expatriates.

Kidnapping for ransom of persons associated with the petroleum sector, including U.S. citizens, remains common in the Niger Delta area. The Delta region remains calm but tense following the arrest in London of a prominent governor on charges of money laundering, as well as the arrest of a local militant leader for treason.

Religious tension between some Muslim and Christian communities results in occasional acts of isolated communal violence that could erupt quickly and without warning. The states of Kano and Kaduna are particularly volatile. Rival ethnic groups have clashed violently in the Niger Delta region around Warri city and in Southeast Plateau State. Senior al-Qaida leadership has expressed interest publicly in overthrowing the government of Nigeria. Links also were uncovered connecting Nigerians to al-Qaida in 2004.

Periodically, travel by U.S. mission personnel is restricted based on changing security conditions, often due to crime, general strikes, or student/political demonstrations or disturbances. U.S. citizens should contact the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos for up-to-date information on these restrictions. (See below for contact information.)

Road travel is dangerous. Robberies by armed gangs have been reported on rural roads and within major cities. Travelers should avoid driving at night. Because of poor vehicle maintenance and driving conditions, public transportation throughout Nigeria can be dangerous and should be avoided. Taxis pose risks because of the possibility of fraudulent or criminal operators, old and unsafe vehicles, and poorly maintained roads. Road travel in Lagos is banned between 7:00 and 10:00 AM on the last Saturday of every month for municipal road cleanup; police vigilantly enforce the ban.

Most Nigerian airlines have aging fleets, and maintenance and operational procedures may be inadequate to ensure passenger safety.

Some Nigerian-based criminals conduct advance fee fraud and other scams that target foreigners worldwide. These fraudulent activities pose great risk of financial loss. Recipients traveling to Nigeria to pursue such fraudulent offers have been subject to physical harm, and local police authorities are often unwilling to help in such cases. No one should provide personal financial or account information to unknown parties. Under no circumstances should U.S. citizens travel to Nigeria without a valid visa -- an invitation to enter Nigeria without a visa is normally indicative of illegal activity. Furthermore, the ability of U.S. Embassy officers to extricate U.S. citizens from unlawful business deals and their consequences is limited. Persons contemplating business deals in Nigeria are strongly urged to check with the U.S. Department of Commerce or the U.S. Department of State before providing any information or making any financial commitments. KIRKUK WEAPONS CACHE STILL YIELDING AMMUNITION

TIKRIT, Iraq – Iraqi and U.S. forces have removed more than 4,200 mortar rounds from a major weapons cache found outside of an abandoned military base near the northern Iraqi city of Kirkuk Sunday.

The buried rounds were discovered by Iraqi Soldiers Sunday morning. The Soldiers removed about 800 mortar rounds before realizing that the cache was much larger than they originally thought. U.S. Soldiers from the 101st Airborne Division’s 1st Brigade Combat Team were called in to help excavate the munitions and secure the area.

The ammunition was buried under concrete blocks with dirt mounded on top. All of the ammunition removed so far has come from one mound located in a field full of similar mounds. The explosives ordnance disposal team at the site expects to find more rounds as the search expands throughout the field.

“It was a good find,” said Air Force Tech. Sgt. Jennifer Wayne, the EOD team chief at the site. “I’m glad we found it over someone else. All those rounds are potential IEDs. We just stopped that many more IEDs.”

The rounds will be destroyed in a controlled detonation.

SOLDIERS FIND WEAPONS CACHES, TERRORISTS ON ISLAND

BAGHDAD, Iraq — Task Force Baghdad Soldiers found multiple weapons caches on an island in the Euphrates River Nov. 28.

Military officials had been monitoring suspicious activity near the Euphrates River southwest of Baghdad for a couple of weeks. When conditions were right, Soldiers from 2nd Brigade Combat Team, 101st Airborne Division were ready to spring into action.

Soldiers from 2/101st’s 2nd Battalion, 502nd Infantry Regiment secured the objective and discovered three significant weapons caches.

Soldiers also searched surrounding homes and facilities, detaining two suspected terrorists.

In total, the Soldiers uncovered 11 500-pound bomb shells, C4 explosives, welding equipment, mortar rounds, miscellaneous bomb-making material, 57 mm rockets, 40 bags of fertilizer, 12 directional charges, five 155 mm rounds, 100 feet of detonation cord, three rocket-propelled grenades, eight bags of 20 mm rounds and other munitions and explosives.

An explosive ordnance disposal team was called to the site to conduct a controlled detonation of the caches.

Jet Makes Emergency Landing in Kansas City (MO - 12/1/05)

KANSAS CITY, Mo. (AP) -- An America West Airbus jet made an emergency landing at Kansas City International Airport after someone left a note in the plane's bathroom that said: "Taliban is Here."

The plane was flying from Phoenix to Boston Thursday when a passenger saw the note, KCI spokesman Joe McBride said.

The passenger notified the flight crew and the pilot landed the plane at KCI about 1:30 p.m., authorities said.

N.Y. Philanthropist's Plane Goes Missing (NY - 12/1/05)

BOSTON (AP) -- A plane piloted by a well-known New York philanthropist went missing off the coast of Nantucket on Thursday afternoon, his wife and federal authorities said. George F. Baker III, 66, was believed to be the only person on board.

The twin-engine Beechcraft took off from Teterboro Airport in New Jersey and was about 2 1/2 miles from Nantucket Memorial Airport when it disappeared from radar.

Jim Peters, a spokesman for the Federal Aviation Administration, said the pilot spoke to air traffic controllers shortly before the plane disappeared. The plane did not issue a distress signal. The Coast Guard was searching for the plane.

Three Hurt in Texas Naval Station Gunfire (TX - 12/2/05)

FORT WORTH, Texas (AP) -- Gunfire at the Naval Air Station in Fort Worth has left at least three people hurt.

Details are sketchy about the shootings.

Base spokesman Don Ray confirms at least three people have been injured. No other details were immediately available.

A CHURCH-BASED SOCIAL ACTIVIST GUNNED DOWN IN THE PHILIPPINES

MANILA, PHILIPPINES (ANS) -- A coordinator of a Church-based human rights organization in the Ilocos and Cordillera region, northern Philippines, was shot dead by a lone gunman on a November 28 night.

Jose Pepe Managdeg III, 37, coordinator of the Rural Missionaries of the Philippines (RMP), had just spoken at a seminar sponsored by the Ilocos Human Rights Advocacies and was waiting for a bus at about 10 p.m. (local time), when a man stopped in front of him, police said. A man alighted from a vehicle and shot Managdeg with a 45-caliber pistol.

Fearing for his life, a cyclist, an eye witness, sped off, returned to the resort, where the seminar was held, and informed Manegdeg's companions about the incident, according to the police.

Together with the police, they rushed to the scene and found his bag, cell phone and other belongings missing.

He was going to pick up his wife, Florence, who would be arriving from Hong Kong, police said. His body bore 22-gunshot wounds.

Beverly Longid, vice-chairman of Cordillera Human Rights Alliance (CHRA), a regional affiliate of the Alliance for the Advocacy of Human Rights, called the attack "a clear manifestation of brutality."

Sister Genovera Dumay, coordinator of the RMP, in the Ilocos said Manegdeg had received death threats through several SMS (mobile phone text messages) after his predecessor Romeo Sunchez was killed in March this year.

"He (Manegdeg) would tell me that he would receive threats informing him that he would be next after (Sanchez). We believe that this is work-related attack," Sister Dumay said, "The RMP condemns the killing of Manegdeg. We ask for justice and we call on the government to stop [the] killing against progressive church workers, she added."

Dumay and Longid said Manegdeg was tasked with helping tobacco farmers and had taken part in campaigns against the contamination of the Abra River and military operation in the Ilocos region.

RMP was organized in 1969 of various orders of Roman Catholic Church across the country to uplift the condition of Philippines peasants and push for land reforms. It was expanded in the 1980s to include priests and at one time espoused liberation theology.

Pastor William Mairano, coordinator of the Regional Ecumenical Council in the Cordillera, said Managedeg was a former record coordinator who worked with Benguet farmers, and an editorial staffer of its publication, Writing on the wall.
