The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

There has been talk the last couple days of all the old tapes being rerun, so are some of the messages.

I have a google alert set for al-Battar, this came in minutes ago. I think it was the last issue, but could be wrong, almost exactly one year. Is this also the issue that advised the terrorist to wear western clothes and carry a boombox? Or was that a later issue?

Al-Battar Number 22 Released

On November 10 the latest issue of al-Qaeda's online journal Mu'askar al-Battar (no. 22) was posted on al-Ma'sada, a jihadist internet forum (www.alm2sda.net – section "Jihadi Cells' [Muntada al-Khalaya al-Jihadiyya]). Outside the standard on-going features on weaponry – in this issue specializing on the use of revolvers in close combat, and a detailed chapter on the Apache helicopter - the themes of the issue focus on bin Laden's address to the U.S., the latest audio tape released by al-Qaeda in Saudi Arabia and the progress of the struggle for Fallujah.

The editor highlights bin Laden's audio address threatening the United States with financial ruin through attrition, and the evidence that "the mujahideen have finally forced Bush to have recourse to an emergency budget in order to continue the fight in Afghanistan and Iraq, which indicates the success of the plan to exhaust [them] to the point of bankruptcy, God willing". (al-Battar p.19).

The editor notes with satisfaction the reaction of the world's press, from al-Quds al-Arabi's description of al-Qaeda as having restored its ranks, and of bin Laden as "a political genius" putting his deep knowledge of political events "to the service of issues affecting his nation". Or Jason Burke's description in the UK daily the Guardian of bin Laden as "one of the greatest masters of propaganda in history" who is "fighting to defend his faith, culture and Islamic society against the western campaign waged against Muslims". The editor also quotes the San Jose Mercury in its description of how "American and Saudi intelligence were struck and paralyzed" by the tape, and Newsweek's description by a U.S. official of the "psychological shock" caused by the appearance of bin Laden on the television screens, highlighting the failure to locate him. al-Battar also publishes its take on the casualties suffered by the coalition in Iraq. Since the beginning of Ramadan, the losses amount to 6,700 coalition soldiers, 550 pieces of equipment destroyed or crippled and 27 aircraft including an F16. (al-Battar pp.19-21).

The Chapter on Istikhbarat (Intelligence Gathering) provides some interesting notes on how to accumulate intelligence on a potential target. It prioritizes them thus: 1) the media, from which 70 per cent of information may be derived; 2) telephone interception, which accounts for 25 per cent; and 3) human intelligence (espionage) which provides three to four percent of intelligence material. "On arriving at a new zone", the text explains, "the following method should be observed: obtain the local telephone directory, tourist maps and newspapers, change your outward guise, avoid places where you may be exposed to danger, familiarize yourself with the local standards of security, culture, society, ethics and services." (al-Battar pp.36-37).

On November 17, the Blue Stream gas pipeline between Turkey
and Russia was officially inaugurated. Its construction,
undertaken by Russia, Turkey and Italy -- involving a joint
venture between Russia's gas giant Gazprom and Italy's energy
major ENI -- began in 1997. At that time, it was sharply criticized
as technically flawed (it runs at a record depth of 2,150 meters
below the sea) and politically inopportune (since it was said to
dangerously increase Turkey's dependence on Russia's gas
supply).

Blue Stream's implementation confirms that Russia is using its
vast oil and gas reserves as a geopolitical wildcard. For instance,
on Blue Stream's inauguration day, Russian President Vladimir
Putin already proposed the construction of new Russian-Turkish
oil and gas pipelines.

Additionally, the success of Blue Stream highlights once again
the major economic and strategic stakes of the broad area
linking the southeastern Balkans, the Black Sea region and the
Caspian Sea. Russia, Turkey, the E.U. powers and the U.S. are
all involved in a complex geoeconomic competition.

Turkey: the Energy Bridge Between Russia and the E.U.

The Blue Stream gas pipeline runs from the Izobilnoy gas plant in
southern Russia across the Black Sea bed to the Turkish port of
Samsun. The Russian section is 373 kilometers long (232 miles)
and the Black Sea's section from Djugba to Samsun is 309
kilometers long (192 miles). Once in Turkey, the pipeline
continues from Samsun to Ankara for about 501 kilometers (311
miles).

A policeman has been arrested, prime suspect in the machete killing of a 22-year-old girl on Friday, in the same area. According to national police, the spiraling violence is “orchestrated” by a “mafia” based either in Jakarta or in central Sulawesi.

Palu (AsiaNews) – Violence continues in Palu, the capital of the Indonesian province of central Sulawesi. This time, the victims were a Christian couple who were leaving a religious function in east Palu on Saturday (19 November). Meanwhile, the national police have issued a statement claiming that violence in Sulawesi is “orchestrated” by a mafia whose origins are not quite clear yet.

Armed men on a motorcycle shot at Pudji Laksono and his wife Novlin. Laksono, a local university lecturer of Javanese origin, was shot in the back and his wife in the chest. The Christian couple is currently in the central hospital of Palu, where they are under strict surveillance. Their condition is critical, so much so that they could not respond to questions posed by police.

Saturday’s attack came a day after the killing – also in Palu – of a 22-year-old girl who was in the centre with her friends. The girl was wounded in the neck by a machete; she died, while her friend – who was unharmed – tried to take her to hospital. Over the weekend, the Palu security forces announced the arrest of a policeman, held to be Yanti’s assassin: only his initials, WN, are known. The police internal affairs division arrested him after they found traces of blood on his vehicle."

IDF Paratrooper David Markovitz shot, killed 4 Hizbullah terrorists who planned to abduct soldier Monday on northern border. Markovitz, recruited only 8 months ago, 'functioned extraordinarily,' commander says.

IDF Paratrooper David Markovitz, who was recruited to the army only eight months ago, became a hero Monday when he killed four Hizbullah terrorists who attempted to abduct a soldier near the border village of Rajar.

Lieutenant Colonel Yaniv Elaluf, commander of the 202 paratroop regiment, told Ynet he tried to reach Markovitz on the phone to tell him how proud he is.

"This is exactly how I expect a troop in the paratroop division to act, and he should be congratulated," he said.

Markovitz joined the army in the framework of the Hedser Yeshiva program in March 2005. He resides in the community of Gamzo, and will celebrate his 21st birthday next week.

The incident took place Monday during an ambush near the border crossing in the village of Rajar, which is located on the border between Israel and Lebanon.

"The soldiers spotted four terrorists dressed in black, and moving in an orderly fashion toward the roadblock. Behind them the soldiers noticed jeeps and motorcycles - logistic support for the abduction operation," Elaluf recounted.

"The group was carrying an antitank missile, which was ready to be launched. They approached the force and at a distance of about 40 meters from the force, soldiers opened fire before the terrorists had a chance to respond," he said.

Markovitz, who was the force's marksman, "calmly conducted precise shooting. He shot, diverted the weapon, and hit all four men. The missile they were carrying blew up. Three were killed immediately, and the fourth terrorist fell on the ground, crawled for a short time and then died as well," Elaluf described.

'Remained calm under fire'

The precise shooting by the young marksman, Elaluf said, was what thwarted Hizbullah's plan. The four men were armed from foot to tow, and had they been able to get closer to the soldiers, they could have easily abducted one of them.

"The force functioned extraordinarily. After the terrorists were killed, fire was opened from every direction, as well as mortar shells. The company commander and his signaler, who were stationed at the nearby post were wounded, and the level of alert remained high," Elaluf said.

According to Elaluf, Markovitz has only joined the regiment about a month ago with his fellow squad members, and was stationed along the volatile northern border.

"This was definitely an exceptional accomplishment for a soldier who was trained as a marksman, but all the other troops there operated extraordinarily, and prevented the Hizbullah sought-for attack. They were well prepared and did what was expected of them in an outstanding manner," he said.

A senior IDF officer told Ynet that army sources estimate the Hizbullah strikes in northern Israel were not planned, but came as a response to the failure to abduct a soldier.

"They were put under pressure because of this fiasco and the desire to release their men's bodies. They wanted to accomplish something to cover up for their failure," he added.

E-mails purporting to come from FBI are phony

Washington , D.C. – The FBI today warned the public to avoid falling victim to an on-going mass e-mail scheme wherein computer users received unsolicited e-mails purportedly sent by the FBI. These scam e-mails tell the recipients that their Internet use has been monitored by the FBI and that they have accessed illegal web sites. The e-mails then direct recipients to open an attachment and answer questions.

The e-mail appears to be sent from the e-mail addresses of mail@fbi.gov and admin@fbi.gov. There may be other similarly styled addresses. The recipient is enticed to open the zip attachment which contains a w32/sober.jen@mm worm. The attachment does not open and its goal is to utilize the recipient’s computer to garner information. Secondly, the virus allows the e-mail to be forwarded to all those listed in the recipient’s address book.

The text of the email is as follows:

Dear Sir/Madam,

We have logged your IP-address on more than 30 illegal Websites.

Important: Please answer our questions! The list of questions are attached.

These e-mails did not come from the FBI. Recipients of this or similar solicitations should know that the FBI does not engage in the practice of sending unsolicited e-mails to the public in this manner.

"I am sounding the bell to warn Egyptians that if the Muslim Brothers come to power, Egypt will be an Islamic state, like Iran or Sudan," said prominent Coptic thinker Milad Hanna.

The Brotherhood claimed it had won another 13 seats in the second phase of the three-stage elections, adding to the record 34 seats they won in the first, and stood to win more seats in the 454-member legislature in second-round run-offs in constituencies where no candidate won outright.

In the outgoing People's Assembly, the movement commanded the support of just 15 MPs, all of them elected as independents.

"Had these elections been fair and transparent, maybe the Muslim Brothers would have won a majority," Hanna said, in reference to reports of widespread fraud, voter intimidation and violence from ruling party thugs.

The domination by President Hosni Mubarak's National Democratic Party is not at risk but it will for the first time have to face a substantial challenge in the People's Assembly if the Muslim Brothers make further gains.

"I was always friendly with the Muslim Brothers," said Hanna, 81.

"My aim was to prevent conflicts, notably in small villages, so that Coptic minorities are not wiped out. Now I sense that the political map is changing."

I am particularly interested in the Copts who are currently in a very precarious situation in Egypt: most of the more educated and well-to-do members of the community have already emigrated, leaving many less-well-off Copts who do not have the means to escape Islamic persecution.

PARIS — A high school guard suffered a heart attack and died Monday while trying to extinguish cars set aflame by vandals in the latest unrest in troubled French suburbs, police said.

The guard collapsed southwest of Paris in Trappes, one of about 300 cities and towns that were hit by three weeks of rioting, arson attacks or other violence that shook France earlier this month.
