RALEIGH, N.C. -- Speaker Jim Black on Friday named 20 House members to a study committee that will examine how the death penalty is carried out in North Carolina.
The panel also will recommend possible changes to the law for the General Assembly to consider during its session next spring.
Reps. Joe Hackney, D-Orange, and Beverly Earle, D-Mecklenburg, will co-chair the House Select Study Committee on Capital Punishment.

Committee members also plan to consult with representatives of victims and law enforcement during their study, Black's office said.
The panel, comprised of 13 Democrats and seven Republicans, will include at least three lawmakers whose family members were murdered. ..

More on Black here:
MARK JOHNSON & JIM MORRILL, Charlotte Observer
RALEIGH - Federal prosecutors have demanded records from House Speaker Jim Black spanning a range of people and organizations, from his son's pest control business to a Raleigh topless bar. [Topless bar? Who's?]
Many are tied to video poker, the lottery and other issues that have stirred controversy for Black.
Black's lawyer, Ken Bell, said the U.S. Attorney's Office has assured him that Black, a Democrat from Matthews, is not a target of the probe. [ yeah, right].
...The subpoenas, delivered to Black's office last week but made public Thursday, ask for all documents and communication involving 28 individuals and organizations. Among them are former Rep. Michael Decker, a Black ally for whom Black arranged a state job, and Meredith Norris, a former aide facing a state investigation for possible lobbying violations.

History will show that Black attended the Blanco/Bernhard school of politics...
I'll trade a two-year moratorium on executions on the condition that there will be "expedited processing" of all those who remain guilty after exhaustive reinvestigation of their cases during said moratorium.
This "investigation" and "committee" smells, especially because Black is involved. Is he subliminally asserting a "technical lynch" of himself? And therefore.. the "investigation". Rerun of an old movie. It's in very bad taste for Black to be involved with this. It has the beginning odors of Identity Politics. Marion Bradley comes to mind.
