Poll: Americans Give Congress Poor Marks

WASHINGTON - Only one-third of Americans give Congress good ratings for its ethics and honesty, according to an AP-Ipsos poll that found more evidence of the public's longstanding disdain for the legislative branch of government.

Investigations of two top congressional leaders have drawn more attention to Congress' low standings, though analysts say other factors such as the Iraq war and gas prices are likely contributors to the dip this year in Congress' ratings.

Almost half in the poll, 45 percent, give Congress poor marks for its honesty and ethics, and 21 percent said congressional ethics were neither good nor poor.

Congressional ethics have been in the spotlight recently with the probe of stock sales by Senate Majority Leader Bill Frist and the indictment of Texas Rep. Tom DeLay, former House majority leader, on charges of violating campaign finance laws. DeLay recently notified House officials that he has failed to disclose all contributions to his legal defense fund.

"Public opinion about Congress is at low ebb," said John Hibbing, a University of Nebraska professor and a co-author of "Congress as Public Enemy." But Hibbing said he doubts that recent news about Frist and DeLay are big factors.

"Congress always lags behind the other two institutions of government and most other institutions," he said. "People don't really like to hear about conflict about important decisions."

Just over a third in the poll, 35 percent, approve of the way Congress is handling its job — down from 44 percent in February, according to the poll of 1,000 adults taken Oct. 3-5. The poll has a margin of sampling error of plus or minus 3 percentage points.

Recent polling has shown public regard for Republican leaders in Congress has dipped during the past year, but Democrats are down as well.

"We have the best Congress money can buy," said Greg Goldstein, a salesman from New York City who is a political independent. "The entire political-economic system is very money-driven."

Republican pollster Ed Goeas said recently that it's lucky for the GOP that voters won't be focused on elections for another 10 months. Republicans are more likely than Democrats to take a positive view of the honesty and ethics of Congress.

"I hear so many people talking about how dishonest they are, but I have a hard time believing they're as bad as people say," said Krista Gneiting, a Republican from Caldwell, Idaho. "I have not heard much specifically about Bill Frist and Tom DeLay."

Blame the RINOs.

Democrats know they can't get elected. So they run as Republicans.

I'm starting to think that we should treat congress/senate like jury duty and just draft people into it!

Couldn't do worse than some of the ones we already have in there!!

Congressional ratings are always terrible. They go up and down a bit. But at best they are terrible.There is an interesting phenomonom that is long standing and nearly always proves true.

That is voters tend to think that all congressmen are terrible crooks with the exception of the one they voted for.

That is why incumbents rarely if ever get defeated. The news guys are having fun with readers ignorance. There are rarely any congressmen who fail to get reelected.

It is not for nought that they say to get defeated a congressman has to be caught in bed with a dead girl or a live boy.

An excellent idea. I agree that they could do no worse with a random selection of representatives. People would love to serve in Congress, especially if the pay was kept at present levels.

The public gives them bad marks but votes the same slimeballs in this "Two-Party Cartel" back in & then complain louder.

Hell yes congress sucks. These turds do little but spend my hard earned money like it is theirs. And for what? Things like studying the sex habits of beatles?
They do little but enrich themselves and work to be reelected.

First, ALWAYS REMEMBER THAT "IPSOS" MEANS LIE IN SOME FORIEGN LANGUAGE.
Next, this is another ratmedia psy-ops trick.
"Syllogism" : a statement that, while true has no meaning as in, "Every single person who ate figs in 1860 is now dead!" While true this statement means nothing.
Likewise saying the approval rating for congress is low at this point means nothing. As to Republicans saying the ratings for Republicans in congress is low ALMOST ALWAYS means nothing. Only in 1994 did the Republicans have a +6% over the rats. There are two tip offs that this poll is null shit. One it's ap-ipsos and two it doesn't ask if people think their congressman is bad, corrupt, lazy lame crazy or any of the other adjectives they use in their push polls. People always want "look so smart" so they are easily lead to say bad things about politicians in general, but when asked about their guy ( which is NEVER done by people like this) the answer will be "Oh I'm not talking about my congressman, it's the other guys I'm speaking about!"
