Clinton was smarter than Bush, by far, I hate to say. Clinton knew exactly how to change the very nature of the government. I suspect Clinton was getting much expert technical advice from foreign agencies.

You people that think everything should be rammed down the throat would choke in a heatbeat!! Bush may not be Wham-bam-thank-you-mam, but he continued the power hold for repubs for over 10 years now while picking up a bigger majority...All Clinton did was lose power! Can't you realize this REALITY!

You forgot your sarcasm tag.
President Clinton got **nothing** done in 8 years...he passed not a single one of his campaign promises. Not one.
In contrast, President Bush got his tax cuts, put Hussein in jail, got Syria out of Lebanon, banned partial birth abortion, deployed our national missile defenses, got Bill Prior and Janice Rogers Brown onto the federal bench, and in general has gotten everything that he's wanted.
GWB has Goss cleaning out the CIA. That will take time. Until then, the embedded leftists there are going to keep taking shots at him...but there will be fewer and fewer of them there as time goes on.
He couldn't have simply fired two thousand CIA agents in January of 2001...we would have been seen by our enemies as operating blind had he done that.
What President Bush is doing takes courage...and patience...rather than rashness.

Whoa...Clinton smarter? More devious? Sure. Willing to do anything, and I do mean anything, to get what he wants? Yep, that's Bill Clinton and he has that over President Bush. Bush is constrained by morality and rule of law, whereas Clinton operated as though there were no restrictions and surrounded himself with like minded operatives. But Clinton smarter? I don't think so.

alot, if not most,of these people inside the structure are career people - not political appointees. they have to be rooted out systematically.

I don't know if he was smarter b, but his management style was far different. Clinton was a micro-manager, obviously given his record on his agenda at times he was so busy pushing the buttons that at times he forgot to watch the instruments. Bush on the other hand is a big picture leader, he sets the vision and expects the people who are in his supporting cast ( many of whom are indeed smarter than he is in their given area of expertise, certainly that is to his credit not to his detriment) to get it done. Bush is very good at this, once he sets the vision he doesn't waiver or shift the goal post which is common with leaders in high profile positions.

They provide the reports to the politicians and political appointees and if the right decisions are not made they subvert the orders or subvert the leaders.
The leaders come and go but the bureaucrats remain.

I agree. The Prez went overboard with the compassion theme. Compassion does not work in the real world...just in church maybe.
