The Constitution Committee members were absolute that they DID NOT want the choice to be a Senate Charge although it had been proposed. Excerpt: "55 Men The Story of the Constitution" by Fred Rodell...."If the Senate, with small states voted equally,should do the choosing, "the judges might be appointed by a minority of the people".
