According to the article, this specific bonus program was canceled. Therefore, new applicants will not be accepted.

Those that reenlisted while the bonus program was being offered will still get their bonuses.

Nobody is having anything "taken away". Those that are no longer eligible for the bonus lost "opportunity", not bonuses
