A teenager who claimed to have boasted of "torturing" one of her victims, has been given an anti-social behaviour order until her 21st birthday.

Manchester magistrates were handed statements showing 16-year-old Bianca Ainsley, of Droitwich Road, Miles Platting, caused trouble in Collyhurst.

Manchester City Council said she was part of a gang of up to 50 youths.

The council said she was banned from being in possession of alcohol in public, except on licensed premises.

She is also banned from being present when controlled drugs or substances are being traded or distributed.

On 10 September last year, according to evidence submitted by Manchester City Council, Ainsley, along with three others, approached another girl. The defendant kicked her hard in the face and also punched her in the head and body.

Ainsley was heard to say "we have been torturing her", followed by a statement that they had been bullying the girl.

During the same month Ainsley was spotted as part of a gang estimated to be 50-strong walking around Collyhurst village drinking alcohol.

The court heard that this activity caused distress to residents and the police received several phone calls.

Other incidents included in the council's evidence included shouting, screaming and using obscene language, and chasing cars while throwing fireworks.

Councillor Eddy Newman said: "The evidence against this girl makes horrific reading and shows that all standards of decent behaviour appear to have vanished.

"Residents have a right to be protected from this kind of wild and uncontrolled behaviour and Ainsley should realise that this is an order with real teeth."

The order also includes a ban on her congregating in public in a group larger than three people.

THIS is the face of a teenage girl who terrorised a Manchester housing estate.

Bianca Ainsley, 16, waged a "horrific" campaign of intimidation which left residents in Collyhurst too frightened to leave their homes after dark.

She threw fireworks at passing cars and hurled insults at passers-by as she drank alcohol with large groups of friends on street corners.

Ainsley has now become the latest young tearaway to be ordered off the streets as part of Manchester's clampdown on thuggish behaviour.

She was given an anti-social behaviour order as Tony Blair consulted experts from Manchester on how to step up his campaign against yobs.

The Prime Minister met local MPs, police and other officials at Downing Street to see how the government can learn from the city's example.

Mr Blair told the Manchester Evening News: "I'm determined to step up our efforts to give police, councils and communities the powers and support they need to tackle those whose excessive drinking and misconduct blights too many lives."

Manchester magistrates heard Ainsley was part of a 50-strong gang of youngsters who made life a misery for residents around Collyhurst village.

Starting in February last year, she regularly gathered with a large group of pals to start drinking outside an address in Biddisham Walk.

On September 10 last year Ainsley, of Droitwich Road, Miles Platting, assaulted a young girl by punching and kicking her in the face and body. She was later heard to boast that she and her friends had been "torturing" the girl.

Ainsley has been made the subject of an Asbo that bars her from entering Collyhurst village until her 21st birthday.

She is also banned from being in possession of alcohol in public and from using insulting or threatening language or behaviour. She has been warned that if she breaches the order she faces being hauled back before the courts.

Coun Eddy Newman, of Manchester city council, said: "We applied for an order because the evidence against her makes horrific reading and shows all standards of decent behaviour have vanished.

"Residents have a right to be protected from this kind of wild behaviour and Ainsley should realise this is an order with real teeth. If she breaks the terms of the order she will be brought to justice."

Manchester has led the way in tackling yob culture in recent years by handing out more anti-social behaviour orders than any other city in Britain.

A recent survey found there were 480 people in Manchester with Asbos compared to 448 in London and 361 in West Yorkshire.

The city has become a national model for tackling yobbish behaviour and this week Scotland's First Minister Jack McConnell visited Manchester to see how Glasgow can learn from the policy.

And, just how is this Anti-Social Banning Order going to work? Will it function like Protective Orders in the US? Get the order - police don't enforce it - people get killed or injured as a direct result?

Judging from the entire family, the Bridges, who were banned for seven years, this is a useless exercise in appearances only. The government can claim that it is actually doing something, because an ASBO was actually issued. But if that order is not enforced -- and it probably won't be -- a 16-year-old female sociopath has just defeated the government of England.

So why don't you protect the residents by not letting this girl out on the loose? Why is everybody so soft on crime? If she attacks again, you'll have nobody to blame but yourselves, for not putting her away when you had the chance. Do they think that by going easy on her she's going to change?
