Lets presume there was an explosive gas in that bottle. Dumpsters and all the stuff in them make some nasty shrapnel.Except it would take a heck of a lot more than a couple of water bottles and a firecracker to turn a dumpster into shrapnel. When I was a kid, there was a dumpster at my high school in which someone set off some dynamite (at least that's what the rumor was). I saw the dumpster. The sized were bowed out but the dumpster was intact.Apologies to the "nothing to see here, just move along" crowd, but this sounds like harmless fooling around with fireworks that has been blown WAY out of proportion.

From what I can tell from the descriptions, this sounds like it might be a dry-ice 'bomb' or perhaps something like aluminum, water and drain cleaner, which produces hydrogen gas and would do pretty much the same thing. They aren't really "Designed to explode when handled," nor are they fuzed in the sense that most people mean; they're supposed to explode when the gas pressure gets high enough. Probably the plastic bottle was fatigued enough that handling it was the final thing it needed to blow.
This sounds like some idiot kids were playing around. It would be one thing to do this out in the desert where you could toss it a long distance, let it explode and nobody'd get hurt, but it's really stupid to leave it where someone will find it.

You really don't understand the male mind, the geek mentality, nor the drive to mess "outside of the box". If nobody is allowed to start this sort of thinking, who will be developed to build the bombs that our own government uses when it goes to war? This talent must come from somewhere, hopefully our own people.
If you could do me the favor of attempting to understand my posts, you would realize that I have no trouble with prosecuting incidents like this. I do have a problem of handling every case of "explosives" as terrorism. I have a problem with "zero tolerance" misapplication of punishment rather than factoring intent.

There is really nothing minor about a blast injury. Some might think becoming deaf as a result is simply the price one pays for another's minor prank. But I do not think it is to be accepted at all. It should also be noted that ringing in the ears can be a sign that more serious life threatening injury has occured.

This is merely a biological reaction to sensing that Americans no longer stand for their Founding priciples, coupled with the realization that the fears of our Founders are being realized.
I understand your line of thought - similiar to my idea that a hate crime is still a crime and should be punished for the evil thing that it is without having to add the color of one's skin or whatever criteria used to determine hate.
However, you fail to realize that the fact that this person or persons left this device in a place where many could be hurt is criminal in it's intent.
This isn't like leaving it in the desert, or in the country - this was placed in a densely populated area with full knowledge that someone would come upon this bag and pick it up. That alone, means this was done in a terroristic way - not a prank as you keep referring to it, and not as a boy wanting to learn.
It's the difference between yelling fire out in a field or in a crowded theater - same word, entirely different response expected
