Earlier the reports were that they were IED bombs in briefcases.

I think the "suitcase bombs" that they are now touting is a subterfuge.

I'm trying to understand the distinction you're making.

To me, characterizing an improvised explosive device in a briefcase as "suitcase bomb" is close enough. How are the two descriptions different enough to warrant the claim, "subterfuge"?
