PYONGYANG, North Korea - North Korea will not rejoin nuclear arms control treaties or allow international nuclear inspections until it receives an atomic reactor for power from the United States, a top diplomat told The Associated Press on Thursday.
"In order to recover relations of trust between North Korea and the U.S., the U.S. should show its intent to turn words into actions," Kim Yong Guk, section chief of the European department of North's Foreign Ministry, told Associated Press Television News.
"The physical foundation of consolidating trust between our nations is a light water reactor."
The North's demand for a reactor for its civilian nuclear program has cast doubts on a breakthrough agreement last month in which Pyongyang agreed to abandon all nuclear programs in exchange for security guarantees and energy aid.
The six nations at the talks the two Koreas, the United States, China, Japan and Russia agreed to discuss the reactor demand "at an appropriate time," which the North insists is now.
The United States says the North must first comply with the agreement to dismantle its nuclear programs.
Two light water reactors, believed to be less easily diverted for weapons use, were promised to Pyongyang under a 1994 agreement with Washington. That agreement has been strongly criticized by the Bush administration and fell apart amid the latest nuclear crisis sparked in late 2002, when U.S. officials said the North admitted to a secret nuclear program.

I suggest we drop an entire reactor in one gram pieces (fissionable material included) from about fifteen thousand feet onto PyongYang.

Lets give'em one. Heck, let's give'em a hundred! Mark IV thermonuclear reactors detonated about 1000 feet above Pyongyang.

Gee, who was President in 1994?
As I recall, he promised a lot of things.
It's too bad we now have a 2 term President forced to spend all his time cleaning up the messes from a certain previous 2 term President and I don't mean Reagan..

Build one in South Korea and run them an extension cord. When they act up we unplug it. ;-)

Funny, isn't it, how the press uses a stealth term like "a 1994 agreement with Washington" rather than "a 1994 agreement with the Clinton Administration".

A Reactor is no good if you don't have the transmission and subsequent substation/distribution in place...
What a Joke!

Gee, who was President in 1994? As I recall, he promised a lot of things. Sorry Kim, but you made a deal with a serial perjurer. You shouldn't have counted on his word. By the way, that deed to the Brooklyn Bridge won't be forthcoming. Sorry for the disappoinment.

hey folks, we need to think of this as an *opportunity*, not
a chore! we can have microsoft design the safety system using .NET, and contract out actual construction to the israelis...
