Ensign is widely popular and I don't think a guy related to Jimmy Carter who has only lived in the state for a few years has much of a chance in The Silver State.

Carter said he decided to run in the aftermath of Hurricane Katrina. He said he was offended by the federal government's response to the disaster. And this relates to his potential constituency how? That's a pretty weak premise for running.
