I don't think it makes any sense for a municipality to build/rebuild any municipality with public funds in the current location that is New Orleans.

You're right, it doesn't make sense. But think of this. People will fight to save a historical building in Anytown, USA. And this is an entire city, N.O., a city that so many Americans have visited and have memories of. There's no two ways about it. It will be rebuilt and public funds will be used. Whether it makes sense or not.

Yes, but N.O. is BENEATH SEA LEVEL surrounded by water!

There are two places on our entire continent that are lower than sea level and one is New Orleans and the other is Death Valley. I perceive a pattern there.

The Port of NO is important to the economy of the country & it's not possible to operate a port without a certain amount of people to work it. Let it become the Crescent City again in reality & you've saved most of the historical NO ^ you should be able to have a sufficient population necessary to do what the city is meant to do. Also, it would allow for some of the swamplands to get reclaimed, so would lessen the probability of continuing disasters there.
