There are two places on our entire continent that are lower than sea level and one is New Orleans and the other is Death Valley. I perceive a pattern there.
Whether you call it Mother Nature, Dumb Luck, Gaia, or just simply God, someone decided they were not "cleaning up their act" and did it for them! Katrina will end up being a blessing for many of the people who wanted things to change but were powerless to make them change.

The expose on the phantom cops is just the tip of the iceberg.
As far as camp grounds with full hook ups go, it'll do.
The vacations is the nail in Nagin's Coffin - no one in their right mind sends first responders, especially cops, on vacation when they are most needed by the community. Not to mention that legitimate cops would be craving the 24 hours a day overtime/hazardous pay. This type of catastrophe is what real cops live for...this is why they became cops..to help when the shi-ite hits the fan.
Nagin knew full well these phantom cops were on the payroll and he was willing to take the heat for sending "cops" on vacation because he could then say, "well they just never came back". What is it they say, te best place to hide is in plain sight? He's going down hard and he knows it.

NEW ORLEANS, Sept. 28 (UPI) -- The New Orleans Police Department will establish a tribunal to determine whether 249 officers had valid reasons for being AWOL during Hurricane Katrina.
Police Superintendent Eddie Compass, who announced his pending resignation Tuesday, said he will assemble a tribunal of his four assistant chiefs to hear the circumstances of each officer unaccounted for during and after the Aug. 29 storm and who are seeking to return.
The 249 officers who left their jobs make up about 15 percent of the nearly 1,700-member force, the New Orleans Times Picayune said Wednesday.
Lt. David Benelli, president of the Police Association of New Orleans, said true deserters should be fired.
However, Benelli said he expects that once accounts of individual officers are heard, only a small fraction will be exposed as deserters. For example, several officers have talked about colleagues who were on leave or vacation when the storm hit, and were unable to quickly return to the city.
