Live conference...
New Orleans police chief Eddie Compass has unexpectedly resigned, four weeks after law and order broke down in the city following Hurricane Katrina.

"Wouldn't it have been standard practice for the City Auditor to check the payroll practices of the N.O.P.D.?"
You mean the New Orleans City auditor? This would be someone that shares DNA and/or a surname with many other Louisiana politicos. And they know about every indiscretion in the auditors past, present, and future. The only way to audit this whole mess, is outside and independent.
In fact, the little hospital I worked for had just had a complete overhaul of its financial staff, including CFO, Controller and me, accounting manager.
We were all new is what I'm saying here. Why? Because the hospital had just found an accounts payable employee stealing thousands of dollars. ALL of the people in charge were fired so here we were, all new staff.
In fact, it was our NEW accounting firm which ordered the search for ghosts. AND it was my experience from this episode which led me to find the ghosts on that OTHER Baltimore hospital's payroll. Which was, I cannot say it enough, The University of Maryland hospital.
So, uh, yeah. That sort of thing should be audited and how I described is how it's done. When you think about it, maybe they ought to do a search for ghosts at every government agency across the land, including such as police departments. Seems police and security services are the worst at this kind of thing.
I'll do it. Tell Bush. I'll find so much fraud heads will spin.
The absolute EASIEST way to steal money across the planet is via payroll. Too often businesses and such consider payroll costs as one big number. I could retire on just telling people how to steal money from payroll.
Well, polly... read this from last year, and keep it... we may need it.

Sounds logical. Naive on my part. What a mess!
The more the Landreau, Blanco, Nagin cabal whines the more they risk alienation, resentment and backlash from the rest of the country. Other states were hit hard and their people will not sit idly by watching LA pols continue this greedy behavior.
Landreau changed an appropriations bill to cover tracks in diverting funds. Little Mary and her low rent mafioso family might start thinking of relocating to countries with no extradition.
Cops who do not exist are getting paychecks from federal funds.
Federal funds for decades have been used for other purposes then what their designations were intended - casinos, bridge studies, Mardi Gras fountain, etc.
Katrina forced this swamp of corruption to surface.
We're watching the "Big Easy" exposed as the "Big Sleazy."
Did he really? Or is there someone else in that coffin? - Tom

LOL - Well, you probably would be a best seller in no time, because BOTH sides of the issue would read your book!
You can also find it in the Brown hearing live thread, we were all talking about it on there.
It is my humble opinion that, since we taxpayers are going to foot the bill -- or most of it -- for the reconstruction, we should all be allowed to vote in the next NO and state elections. Isn't there something, somewhere. about no taxation without representation?

It is my understanding (and this has not been given any attention either) that the biggest and strongest of the BLACK MEN did their best to defend any FOLKS, the ELDERLY, CHILDREN, from the THUGS.
It was not RACIAL, it was the CIVILIZED vs. THE ANIMALS.
Those men deserve medals as well. I don't imagine I will see that happen though.
God will not forget.

Oh my goodness! No, I had never read that before. New Orleans is a cesspool.
A few years ago my husband asked me if I wanted to go there, and I told him no. When he asked why, I said because it was the most corrupt place in the nation and I had no interest in going. He dropped the subject and never brought it up again.
Thanks Mo! the stink was bad in NO before Katrina... maybe the real cleanup can begin.
