The joke itself is humorous, isn't it? The original design was a joke, too. Remember the three laughing Buddhist monks.

Humor is usually the best way to cut through bs and crystalize core issues.
Most people talk way to much and say too little.
Humor helps allows less talking and allows the real issues to brought to light.

The author wasn't serious--he's just replacing one symbol of terrorism with another, to show how absurd and disgraceful the original was.
