You'd think it would not just be common sense but common courtesy, especially if you've ever found yourself trying to hit the dirt on your floor mats as chunks come flying at you at 75 per.

I bet they have never seen Ice and snow or the damage it can do. I can not understand why this kind of law would be necessary. I people would just use sense and think of the safety of others.

I was once one of the people who caused this problem, until I got clobbered by an iceberg at highway speeds and understood all too clearly how dangerous it can be.
I don't have any problem with the law, if it's enforced reasonably.
