Louisiana Gov. Kathleen Babineaux Blanco yesterday took responsibility for failures and missteps in the immediate response to Hurricane Katrina and pledged a united effort to rebuild areas ravaged by the storm.

Yes, but your saying it like that implies that each branch was equally responsible. If the truth is that the fault is 60% state, 35% local and 5% federal, that's something else again. It's the typical liberal fallacy of moral equivalence.
