I hope he also mentions that it would have been containable if the idiots in LA. had actually repaired the levee with the money sent to them to do so. But, of course, he'll be polite. But that's the diplomatic way to handle it. They're already getting smacked as the country actually learns they were responsible.

I was day-dreaming at work today.
I imagined President Bush would use this speech to remind people that the government is NOT responsible for us.
That it was a shame to see so many in such a state of poverty that they could not provide an exit for themselves.
That if so many dollars were not sucked up in welfare payments, they'd have the money for all the structural repairs, plus some.
That they only way out of poverty is hard work.
Then announce a big fat tax cut to businesses to help them grow and hire!
