Looking at annual federal budget deficits over the past 25 years - he's right. Reagan's deficits brought down the Soviet Union.
Bush's deficits have contributed to the freedom of 50 million Muslims.
What did the Democrat deficits produce? Poverty and dependency.

My guess is that they expect to get government money to rehabilitate the area. About 70% of the people are renters. Landlords shouldn't do as well with the Government.
