I don't think this is very "compassioante" to taxpayers who have been pulling the cart for these same people for decades.
Why didn't President Bush detail the demands he would put on the state and the parishes to pay for this? Even if they can't pay a lot, still the county and state level (and the city) should pay a fair share of this. Many originalists would argue the state should pay ALL the reconstruction. If they can't do that, then LA people will move to other parts of the nation.
I am wrapping up an $103,000 repair/remodel job on my home from the Florida hurricanes of lat year. We Floridians did not get free $2000 debit cards or $60 BILLION of taxpayer money to grease the wheeels. My insurance paid just a fraction of my $103,000, and FEMA ZERO (maybe because I did not apply).
"Compassionate Statism" is the more accurate description. Do not deride conservativism by calling Marxism/statism "compassionate conservatism".
We can surely have opinions on their behavior if they continue to make bad choices like illegitimacy and drug addiction once they are permanently relocated or their homes are rebuilt down there.
BSF, I am currently watching early 80s era public housing "projects" that replaced the original Great Society ones being torn down to be replaced once again with newer brighter shining city on the hill models that in another 20 years will be totaled.
In my hometown of Jackson Miss , it's so bad they just abandon them along with city block after block and move on to another area to blight.
I don't how it is Montana.....I only know the park and some towns from 30 years ago but in areas with high NOLA type issues like where I live and have lived....it just goes on and on.
That decaying culture will have to change from within...until then it's just band-aid to band-aid.
All we can do is the humane stuff. Housing and food and medical.

It's less painful to just opine about discrimination and redress.

I was hoping all of this would cause a redress of urban decline and the rise of thug culture in this aftermath.

True, and we are still more rational and clear-thinking than the far-left commies.
More and more old time democrats are entering the ranks of GOP. A whole new group will be entering as the recovery/reconstruction of the Gulf Coast proceeds.
That's the crux of the biscuit. Whether or not a person will bootstrap themselves, or if people are justified sitting on their thumbs until some government/social construct gives them a reason and/or a "hands-up" means to work.

You are one of life's lottery winners. Your jealousy of people who might be getting a check that you didn't get does you no good. Would you rather have been living where you are now, or where Katrina came through?
Life isn't fair. You were blessed to have ancestors who believed in hard work, not government handouts. You are richer in every way than the impoverished souls who are being given a "economic stimulus" card worth up to $2000.
