Especially a $200 billion one in Louisiana. I've seen what the mayors of Atlanta do with just the Atlanta airport. They give their friends and family contracts and prime retail space.
Next year at this time, the mayor of New Orleans son will have a cushy government contract. (I don't know if he actually has a son, but if not, it will be a family member) and everyone on FR will be complaining about how crooked democrats are.

But I must say I agree with your assessment above. After the intial blunders on the response to the hurricane, the Bush Administration has got to make them selves look REAL good. Thus, it is mostly the taxpayers who will be paying for the mistakes the president admitted too.
I would like to have seen a greater dependence on private sources, particularly because this will be a model for diasters both big and small in the future.
My reaction to the homesteading idea, is mostly positive. But I have to consider it further.

I didn't say that Bush was going to give clowns like JJ and Sharpton money. Are you kidding? That would be like putting Heydrich in charge of the United Jewish Appeal!
That's the last thing on Bush's mind. Bush want's to push his agenda: loans to encourage Christian self-help. This entire effort is of a piece with his personal faith.
But ask yourself, what is wrong with race-baiting chump change like JJ and Reverend Al in the Oval Office if they can be turned to Bush's advantage, especially, especially if they can be turned on the cheap.
Remember, both of these jokers have huge egos, and desire face time above all things, with the sole exception of money.
Now, if they could be persuaded to play both sides of the street in '06 and '08 after watching our performance, perhaps a little investment in them down the line wouldn't be so bad. But first, JJ and Reverend Al will have to play by Bush's rules. We are not the Democrats.
Remember the three most important rules in politics:
1. It is better to be feared than loved.
2. No good deed goes unpunished.
3. Keep your friends close, keep your enemies closer.

I have built upon property near a river. It has flooded 3 times in the last 22+ years. I did not borrow money to build. Or to rebuild twice. If a man has the wherewithall to build, studies the risk, and decides to build; he should not have to go beg a bank. Nobody gave me a FEMA card, nor did I ask for one.
The people that have been on the government dole have been by and large relocated out of New Orleans. Anybody that owns property there should be able to rebuild. Local government will need time to get infrastructure back online.
I have no problem with an enterprise zone in a city. As long as there is sufficient oversight.

Most of the home in the flood area of NOLA are not owned by the people who live in them. 70% of the people pay rent....Much of it paid by HUD (that's us). Landlord may or may not pay flood insurance....But if it were my investment I would. I imagine that many were insured for more than they were actually worth (expect as rental property)
