Ex-FEMA Chief Tells of Frustration and Chaos (Michael Brown)

In his first extensive interview since resigning as FEMA director on Monday under intense criticism, Mr. Brown declined to blame President Bush or the White House for his removal or for the flawed response.

"I truly believed the White House was not at fault here," he said.

He focused much of his criticism on Governor Blanco, contrasting what he described as her confused response with far more agile mobilizations in Mississippi and Alabama, as well as in Florida during last year's hurricanes.

But Mr. Brown's account, in which he described making "a blur of calls" all week to Mr. Chertoff, Mr. Card and Mr. Hagin, suggested that Mr. Bush, or at least his top aides, were informed early and repeatedly by the top federal official at the scene that state and local authorities were overwhelmed and that the overall response was going badly.

Senator Mary Landrieu and Governor Blanco are pitiful frauds. They screwed up and are now attempting to cover their butts, by blaming the feds for their failures. Both were taped and caught lying on TV. Both along with that dumb mayor are political history.

It is worse than screwing up in my opinion. I believe that their actions throughout this whole affair were orchestrated by the DNC in an effort to draw Bush into performing the unconstitutional act of taking up federal control. They have no qualms about killing a few inner-city people in the process (after all, even the dead vote democrat).

Bush, of course, isn't stupid and will not set a bad legal precedent nor will he open himself up to impeachment. His hint that congress "ought to look at how the fed can respond without waiting for the state" wasn't necessarily a proposal as much as an acknowledgement that he was onto the dem's game and that they would have to be the ones making that proposal if that is the type of response that they want from the fed.

Democrats are always in full victim mode.

In reality, the Louisiana officials were the surgeons, not the patient. FEMA was the competent Operating Room nurse. The nurse doesn't call the shots, but is certainly expected to back the doctor up 100%.

Louisiana officials (the surgeon) did not ask FEMA (the nurse) for help. Later the surgeon blames the nurse for the horrible outcome.

Interpretted, he's really saying is that FEMA walked into the room and asked what the situation was and where do they need to hit first? And the governor just sat back wide-eyed and stammered like.... like.... well like:

I hate to use this term, but some of these people are only a step up from vegetables. No A/C, no restrooms... How about go pottie before the trip and stuff it on the comfort considerations. Nobody said rescue efforts would take comfort into consideration. This was in emergency.

To be honest I have known Blanco for years and she even though a loyal dem she isnt a southern corrupt DEM. I think she has been since and is sincere as to what she said about Bush.

I can absolve Nagin for his actions after the hurricane, but I cannot absolve him for his failure to effectively use (or at least try to use) the evacuation plan.

The corrupt local school board never gave him permission to use school buses.

And the state had to approve any plan to evacuate anyone outside of NOLA.

He was effectively prevented from acting from below and above.

However, he should have screamed about this well before the hurricane was approaching and shamed the parties involved into acting.

But, then again, when it comes to Louisiana politics, there apparently is no sense of shame.

FEMA has approximately 2,600 employees nationwide. You see that as too big? The real problem is a total misunderstanding of the roles and responsibilities of FEMA, which in large part is the fault of the media.

FEMA is more akin to your insurance adjuster than your police officer or fireman. After your car accident you want to see the police officer, the EMT and the ambulance. Once all of the facts are known and the total extent of the damages are tallied, then you call the insurance adjuster for financial help.

FEMA's role is to coordinate the federal assistance requests based on the specific requirements identified by the state and local officials. FEMA writes commercial contracts and signs checks against the federal accounts, nothing more.

This indicates to me the State of LA is still of the belief that they were simply sit and watch while FEMA responded and that the state was not in the lead. In many respects, that not only the people of NO, but the state politicians think the feds are in charge of their welfare.

There's the bottom line, Three states have performed well and one state has performed poorly. You can also observe that some mayors (Gulfport) showed strong leadership of their community, while other mayors (NO) were unprepared and overwhelmed.

The general criticism of Brown was that he is a Republican and he could be used to damage Bush.

Agreed. I think there was some panic in the WH about the perception of a "slow" response. Their flawed instinct was to take the hit rather than push back at the media and race hustlers to place blame where it should be: on the governor of LA first, and mayor of NO second.

What's been totally obscured by all the finger pointing and muffed WH response has been the truly magnificent job first responders did in rescuing many thousands of people in a remarkably short period of time. MORE WENT RIGHT IN OUR NATION'S KATRINA RESPONSE THAN WENT WRONG.

Nagin was incompetent in planning, but when the storm was over, Blanco did all she could to gum up the works. Almost on purpose.

Let's see now, the POTUS takes responsibility, the FEMA Chairman resigns, so who do you think the MSM is going to lay the blame on? Blanco's guys need to do nothing but deny, and blame the Feds. GW once again screwed the faithful by accepting responsibility for the mess.
