Actually, I'm looking at this quote from the context of Laura Ingraham, my own take, and Rush. I see the words and what they say. I believe words mean things.

Yeah, but take it in context. Her conclusion related to mass transporation - something that an entire populae uses.

Her "his people" could refer to the entire populace of NOLA, and I believe that is exactly what she had in mind when she said it. A bad choice of words, to be sure, but I think the meaning you are ascribing is incorrect. I'll concede they are naturally taken the way you are taking them, but that doesn't mean your interpretation comprehends the talker's intention.
