I'm looking at this quote from the context of Laura Ingraham, my own take, and Rush. I see the words and what they say. I believe words mean things.

Yeah, but take it in context. Her conclusion related to mass transporation - something that an entire populae uses.

Her "his people" could refer to the entire populace of NOLA, and I believe that is exactly what she had in mind when she said it. A bad choice of words, to be sure, but I think the meaning you are ascribing is incorrect. I'll concede they are naturally taken the way you are taking them, but that doesn't mean your interpretation comprehends the talker's intention.

Mass transportation is part of the problem.

If you have your own car you can leave.

If you are dependent on mass transportation you are at the mercy of the bureaucracy.
