Jerry Luke LeBlanc Jerry Luke LeBlanc, a native and life-long resident of Lafayette, was appointed commissioner of administration by Gov. Blanco in Jan. 2004. Prior to assuming this position, Commissioner LeBlanc served for more than 14 years as a state representative for District 54. He was the first house member in history to serve as chairman of the Joint Budget Committee. During his tenure as a state representative, he served on multiple committees including House and Governmental Affairs, Transportation, Natural Resources, the Joint Legislative Committee on the Budget, and as chairman of the Appropriations Committee.

Louisiana Commissioner of Administration Jerry Luke LeBlanc said the federal city, which could mean a state investment of up to $100 million, would be built with the expectation that other federal facilities could be lured to Louisiana. (they already have the FBI, DEA, BTF, etc for Arkansas, Louisiana & Mississippi)
"The concept was not just solely focused on . . . the retention" of jobs, LeBlanc said. "It's focused on a lot of economic development projects. It's focused on: 'Here's the seed the state is willing to put up with the fairly strong expectation that you're going to expand the military presence.' "
Among the key tenants the state is hoping to attract is a regional office for the Department of Homeland Security(I guess that's out of the question now), which is being pushed by the state's congressional delegation. The state is also planning to move the 8th Coast Guard District headquarters from downtown New Orleans to the new facility.

I have a "silly" question for the AP (no - not "worser" :) ) - a great number of those who heretofor have collected state aid, no longer reside in the state (at least temporarily) - so, if revenues fall - and expenditures fall as well, (more or less proportionally), how can the "shortfall" in revenues be a crisis in this situation?
