In 1998, Penn was accused of hitting a photographer with a rock. Penn claimed the photographer attacked the rock in Penn's hand with his head and injured himself. No arrest was made. Sounds like your story has "leaks "in it, Sean Penn

From what I've read about CCW's in California, you have to fill out pages of forms plus the CCW is only good in the county it was issued, contrary to other states where the permit is valid statewide ... but if I'm misinformed ....

In 1986, Penn slugged a man he accused of trying to kiss his wife. Again he plead guilty and was placed on parole. Parole? You don't get put on parole for pleading guilty to a charge. Did Penn serve any prison time? More likely he was put on probation.
In 1997, while on parole for his previous conviction, he punched an extra working on his film "Colors" who tried to take a picture of him. He served half of a 60-day jail sentence for parole violation.
"Colors" came out in 1988.
