Lincoln holiday on its way out
By Phil Kabler Staff writer
A bill to combine state holidays for Washington and Lincolns birthdays into a single Presidents Day holiday cleared its first legislative committee Wednesday, over objections from Senate Republicans who said it besmirches Abraham Lincolns role in helping establish West Virginia as a state.
Senate Government Organization Committee members rejected several attempts to retain Lincolns birthday as a state holiday.
State Sen. Russ Weeks, R-Raleigh, introduced an amendment to instead eliminate Columbus Day as a paid state holiday. Columbus didnt have anything to do with making West Virginia a state, he said. If we have to cut one, lets cut Christopher Columbus.
Jim Pitrolo, legislative director for Gov. Joe Manchin, said the proposed merger of the two holidays would bring West Virginia in line with federal holidays, and would effectively save $4.6 million a year the cost of one days pay to state workers.
Government Organization Chairman Ed Bowman, D-Hancock, said the overall savings would be even greater, since by law, county and municipal governments must give their employees the same paid holidays as state government.
To the taxpayers, the savings will be even larger, he said.
The bill technically trades the February holiday for a new holiday on the Friday after Thanksgiving. For years, though, governors have given state employees that day off with pay by proclamation.
Sen. Sarah Minear, R-Tucker, who also objected to eliminating Lincolns birthday as a holiday, argued that it was misleading to suggest that eliminating the holiday will save the state money.
Its not going to save the state a dime, said Minear, who said she isnt giving up on retaining the Lincoln holiday.
Committee members also rejected an amendment by Sen. Steve Harrison, R-Kanawha, to recognize the Friday after Thanksgiving as Lincoln Day.
I do believe President Lincoln has a special place in the history of West Virginia, he said.
Sen. Randy White, D-Webster, said he believed that would create confusion.
Its confusing to me, he said.
Senate Judiciary Chairman Jeff Kessler, D-Marshall, suggested that the state could recognize Lincolns proclamation creating West Virginia as part of the June 20 state holiday observance for the states birthday.
Proponents of the measure to eliminate a state holiday contend that the numerous paid holidays - as many as 14 in election years contribute to inefficiencies in state government.

Really? Is there some reason Pea couldn't provide that response and fill in an actual number? As usual, your posts add nothing to the conversation, They cloud over the issues rather than clarify them.
Seems to me that after years of investment in the shipping industry, the Northeastern merchants were poised to take advantage of the new laws.
One of the new laws we're talking about was passed in 1789, the other one in 1817. How long does it take to build a ship in your world Gianni? Or buy one for that matter...
pretend that Congress passed laws favorable to OS vendors;...
No. I don't need to engage in yet another distracting poorly drawn analogy. If you insist on inserting yourself into this conversation, at least try to be relevant, Ok? Now get lost...
free dixie,sw
"Geographically located"? That might apply if the south didn't have a coast, but last time I looked it did.More than the northeast, it looks like.
But I'll grant that some government laws favor some more than others. Sugar subsidies don't do much for me, personally, since I don't grow sugar. That doesn't mean that I think I can secede over it. And I think that in the case of the navigation laws (which were modeled on Britain's similar laws), there's a greater national good to be obtained. The encouragement of a vigorous trading fleet is a good thing, and after a period of protection it might stand on its own. The development of domestic industry is a good thing over a reliance on foreign imports for manufactured goods in a world that can quickly turn hostiile. Don't forget that in 1860, the French were throwing their weight around in Mexico and Canada was still part of the British Empire--an empire with whom we'd fought two wars in our brief history and some members of which still had at least dreams of reclaiming us (e.g. Cecil Rhodes).
In the end, this comes down to a free trade absolutism vs. some degree of protectionism, and I come down on the protectionist side. With the benefit of hindsight, I think it's clear that an industrialized, post-slavery United States was much better positioned to become a world power than it would have been if the south had had its way.
And besides, it's not like the south was being impoverished, as the previously stated statistics about average income and wealthiest men show. Ultimately, if this debate is going to come down to northern greed vs. southern greed, each cloaked in some version of idealism, I'll take the northern variety.
Not to you, since you've been caught fabricating facts time and again. So, are you going to post this alleged PM from me that you claim to have? Or are you going to admit that you lied about that, just as you did about seeing an 1851 Moline tractor?

unclear as to where one prepares more than one Thesis for a Masters) One might assume logically that "ms" means Master of Science.
Army ROTC / Joined Army in 1969-74. then to Grad School 1974-1979 but also did Grad school at Tulane in 1976-1978
apparently attending Auburn Grad School concurrent to attendance at Tulane. Somehow during this same period of 1976 -1977 he
was assigned as an advisor with a TXARNG unit with a "Squadron" of M-60 tanks. Maybe part of a Master's Thesis - not sure.
Not sure why Army service was listed as 1969-1974 but could refer to actual AD service period (ref. note 2 below)
Military Service:
1) 20.5 or 25 (depending on the post) years of AUS service as MP/Provost Marshal/specializing in spec
ops/counter-guerrilla training, RAP/RAS/division MP ops, VN & Gulf War Vet MOCS 1542 & 31D35. At one time assigned to US Army Crim Investig Command
2) These 20.5 or 25 years seem to emcompass Reserve Duty and AD
3) Carried a sawed off 12 gauge shotgun on duty overseas allegedly as an MP and in direct violation of Military Regulations.
4) Dual Military Occupational Specialties as 31D35 (military police/miltary intelligence) and 1542 (Aviation Adjutant General's corp)
5) Former US Army Criminal Investigations Division assignment. USACIDC
6) Former "LEO" who refers to another LEO as "the idiot in blue, with badge & gun" recalling an alleged incident at the Pentagon
7) Has been anticipating a CONTUS callup to Iraq for AD since at least as far back as December 2003. Seemingly from 2 weeks to 120 days from happening.
This callup would be for a 58-60 year old vet who was retired due to disability.
As of September 2004 still no callup but his business partner and he are awaiting a "security services contract" anytime now that will
result in his trip to Iraq.
Said contract apparently has not yet materialized but he is currently (Fall 2005) stating he expects to get his CONTUS
orders soon. He has a Master Jailer's Certificate which he hopes to put to good use.
8) 1970-1971 was both in Zwiebrucken, Germany while also being in Texas in 1971 with the TXARNG undergoing testing for his Expert Infantry Badge.
9) 1991-1992 was stationed presumably AD in Venezuela which fits the 25 year service claim but during the very same time period was called up from
retired reserve (medical disability) for duty from the retired reserve, "when the 1st bugle blew" to go fight in the Gulf War (official battle
engagement date Jan 17, 1991) thus again being half a world away at the same time.
Additional Claims:
1) He is writing a book which will be out in spring or summer of 2005 not sure of topic but perhaps about General Sherman. unsure as to new
release date as of Fall 2005.
2) Has an uncle with 2 different names ie: "Wayne Thomas Bankhead" and renamed "William Thomas Bankhead" both listed as PO3s on the USS
Champion during WW2.
3) Former member of NAACP until Indians were "kicked out" for being too conservative. This from an organization that never has denied membership
to any color or creed,
4) Former member of SCLC were he "knew" both Dr. M.L. King and Jesse Jackson so well he knows what Dr. King personally thought of Jackson. further
claims he knew Coretta and MLK's father.
5) His Father knew, liked and was a member of Col. P. Tibbets B-29 flight crew days before the Enola Gay's best "ride".
6) A friend of his named James ____ designed the A-10 Warthog Close Air Support Sled ..... apparently by himself as no other credit is noted.
7) His Army quartersmate was Capt. Damon Runyon relative of the famous author/playwright of the same name.
8) He once had ALL of the active and retired Swiss Military Generals at his home at the same time. All of them.
9) He was a Boy Scout and of course reached Eagle Scout level.
10) His mother recieved a Commendation letter of appreciation from an unamed commanding general "for her assistence (sic) of a vast but
incalculable amount to the deployment & troop support effort during Operation Desert Storm".
11) He met Eddie Rickenbacker's (WWI ace) wingman when Watie was 17 years old.
12) At 16 years old (1964) he was the Campaign Manager for a "Bill Miller" who was running for 1st Congressional District of TX (from a Zell Miller

13) Mantains a Confederate sniper snorked a Union Lt from 1600 yards with mid 1800's hardware and that 1600 yards is "more than a mile" thus pointing
out that 1600 > 1760.......but math appears not to be one of his undergraduate or graduate courses of study.
14) Once when investigating a homicide he parked his vehicle seemingly directly over or on top of "a LIVE 250 pound general purpose bomb!" and
even more amazing is that when he returned to his vehicle to use his radio, a bystander said "UH, captain, before you move your jeep, you oughta look
under the right front tire." This bystander amazingly either was close enough to observe this bomb and know what it was and obtuse enough to allow
another unsuspecting person to walk right up to that dangerous situation.
Posting locations and actual verbatim postings can be provided for review/recollection.

Lacuna narro pro lacuna.
The education item5 may refer to a "mini thesis" in support of his claimed Poli Sci degree and not an additional degree but it depends on how one interprets his statement.
Its slow at this hour so I will post the subnoted version.

Unclear as to whether this "mini thesis" was in support of a MS in Poli Sci possibly claimed or if an additional MS degree in something
else as one does not get an MS San Jacinto. ( Apologies, but certain parts of Watie's story are difficult to decipher)

He did, the numbers were hashed, rehashed, hashed over, and put atop a pile of hash browns. You must be responding from my comments and not reading the thread to have missed them.
As usual, your posts add nothing to the conversation,
I could start cheerleading for pea and 4cj like you do for Non and Heyworth, but that's not really my style. Whatever happened to that racist, Jessica Lynch stalking pig you used to be so tight with, anyway?
One of the new laws we're talking about was passed in 1789, the other one in 1817. How long does it take to build a ship in your world Gianni? Or buy one for that matter...
I don't know, Mac. How long does it take to establish and industry, which is what we're talking about?
Now get lost...
"It would seem the strain was just more than he could bear." -- Doc Holliday (Val Kilmer)
San Francisco is on I80, but I rarely see a lot of them eating at the Brown Bottle (Iowa City).
As mac pointed out, the laws were on the books for 80 years, and purchase of foreign vessels was still forbidden. When could New York - dominant trade worldwide, stand on it's own?
Protectionists talk a good game, but in the end it's just state sponsored wealth for the few.
Always.
I come down on the protectionist side.
Don't feel bad, so do Non and Mac (and avowedly so). I'm sure your intentions are good, but the system is rife with abuse, as is necessary when hiring from the human race. Even good people are corrupted by power, and my distrust of powerful people just won't allow of it.
Obviously a man of many talents.
I realize that there were opportunists who attached themselves to the Radical cause, but I don't think it's any more accurate to rank the whole movement with the unsavory fringe than it is to say that every person who fought for the CSA was motivated by a desire to protect slavery. But I think the core of the Radical Republicans contained some of the most idealistic men that ever blessed American politics. As a Southerner I grew up disliking people like Thaddeus Stevens. But as I grew older I saw the fruits of the people who thwarted Stevens' wishes to remake the South. I saw the corruption of otherwise fine people by racial distrust which was the product of the "Southern way of life" that Stevens was unable to change. Stevens did not hate the South or wish to abuse the South, but he wished to break the power that put one race of people perpetually under the thumb of a backward-looking elite. But the story of the South has always been that the few has always been able to manipulate the many. The elite few that Stevens and company did wish to suppress succeeded over time to convince their less-favored neighbors that the maintenance of the elite's own selfish interests somehow benefited everyone. It's a shame that Stevens' plan for breaking up the plantations for the "40 acres and a mule" wasn't put into place which would have enabled the freedmen to be productive taxpaying citizens instead of the impoverished serfs they became under neo-Confederate neo-slavery.
SOME of those media critics "were disappeared". (think 1950 Argentina here.)
once more, had "DIShonest abe" been SMART ENOUGH to let the new nation "go in peace", there would have been NO NEEDLESS war & the south would NOT have been left in ruins. AND a MILLION (mostly peaceful) citizens would have NOT lost their lives in "mr. lincoln's" IMPERIALIST war!

The original Navigation Act of 1789 was one of the first laws passed by the newly constituted United States for a reason. When you consider that ocean going sailing ships were the most complex, technologically advanced modes of warfare and troop transport of that time, it was wise to protect and develop a domestic shipbuilding industry.
As far as I know we still don't let France or China build our aircraft carriers or space rockets.

Most entertaining Western based movie I've seen in years!
Kilmer was great IMHO.

I will probably always have that line stuck in my head.
