Bush lifts wage rules for Katrina President signs executive order allowing contractors to pay below prevailing wage in affected areas. September 9, 2005: 11:43 AM EDT

WASHINGTON (Reuters) - President Bush issued an executive order Thursday allowing federal contractors rebuilding in the aftermath of Hurricane Katrina to pay below the prevailing wage.

In a notice to Congress, Bush said the hurricane had caused "a national emergency" that permits him to take such action under the 1931 Davis-Bacon Act in ravaged areas of Alabama, Florida, Louisiana and Mississippi.

The Davis-Bacon law requires federal contractors to pay workers at least the prevailing wages in the area where the work is conducted. It applies to federally funded construction projects such as highways and bridges.

Bush's executive order suspends the requirements of the Davis-Bacon law for designated areas hit by the storm.

Sounds like a good place for displaced New Orleans residents to strat learning a trade, rebuilding their city, and learning a sense of self worth.

No, the illegals are already there.

What this will do is hopefully save the federal government money, and give employment to the people from the area who have been put out of work. The prevailing wage law is an idiotic, liberal idea meant to bolster unions. Basically a payback for union support of dems. The law itself has been suspended before in other disasters.

It's a stupid law, and it should be repealed permanently.

Well I see what happened now. Somehow I posted this under chat and the topics are different there.

I have never been agreable to executive order. Not when Clinton was doing it and to be consistant...Not when Bush is doing it either. That is why we have a legislature.

Very funny. But actually if you think about it any president could declare by executive order that all americans must work for no wages at all. And that would in fact be slavery.

Or he could declare that when we debated a subject, we'd have to refrain from making ludicrous statements in an effort to reinforce our positions.

I don't see either happening.

Davis-Bacon is one of the most racist laws ever passed by the Regress. The impetus for the law was not the unions per se (although they certainly approved of it), but the desire to shut out from the workforce the flood of Southern rural blacks who were migrating to large Northern cities, and who were very willing to work for lower wages.

I have seen almost nothing but people who appear to be illegal aliens. Maybe I'm stereotyping the hispanics, so I can't say for sure.
