U.S. fully funds use of National Guard in Louisiana (But Gov. Blanco remains in command)

BATON ROUGE, La. - The US Department of Defense has granted Governor Kathleen Blanco's request to federally fund the use of the National Guard in its support of Hurricane Katrina disaster relief efforts.

The action -- granting Title 32 US Code status retroactive to August 29th -- enables the 23,000 National Guard troops in Louisiana to remain under Blanco's command while retaining flexibility to conduct various missions.

National Guard troops are almost always funded by their respective state and commanded by that state's governor, or they are placed under the command of the President.

Rarely are National Guard troops fully funded by the federal government while commanded by a governor.
