Didn't it used to be or still is a fact that in a disaster area the local sheriff or fire chief (not the chief of police etc) was the ultimate authority vs the govenor.......I seem to remember reading such somewhere.....

In this case Blanco Inc made sure that no aid was allowed in to the area. She needs to be held criminally accountable for the deaths of those that died while in that shelter IMO....
