I agree 100%! There need to be strict controls in place. If N.O. and LA do not want to follow the controls then they don't get the money....that simple. I don't want my tax dollars going to Vegas trips and a new SUV for the fine Mayor.

The charitable donations that go to the Bush-Clinton Katrina Fund are to be distributed to the governors of Louisiana, Mississippi and Alabama.

Congressman Tom Tancredo (R-CO) wrote a letter to Speaker Hastert, urging him to direct federal hurricane relief aid through channels other than Louisiana public officials. Citing incompetence and a history of corruption, Tancredo said a bipartisan select committee of the House should administer the aid and provide accountability for the $52 billion requested.Now that's the kind of pre-emptive move I like. hehehehe

I do beleive Tancredo's analysis is correct, but the knne jerk of his base(california patriot) couldn't resist taking a jab at Bush(ala the MSM).
JMO, his analysis would get much farther without his knee jerk supporters screwing it up.
