Lack of fresh water and proper sanitation facilities but I look at it as each person makes their own choices.

I agree with you 100% -- as long as "their own choices" do not include an expectation that someone else is going to airlift food and water to them for the next three months.

They police and military should carry waivers to them all explaining that they are basically on their own. Food and water will be available, but they will have to come and get it. Also, don't expect an airlift because of illnesses resulting from lack of proper sanitation.
