The near total evacuation of the major American port city of New Orleans, Louisiana was accomplished between Tuesday afternoon, August 30 and Friday afternoon, September 2, 2005. This evacuation occurred while other search, rescue, relief and evacuation operations were simultaneously being conducted throughout the Gulf Coast between approximately Lafayette, Louisiana, on the west and the Florida panhandle on the east - an area of about 90,000 sq. miles, or the size of the entire nation of Great Britain.
I'd say this amazing achievement is the opposite of slow. I'd say that it's a stunning accomplishment and one that demonstrates superb organization, remarkable logistics flow, and the greatness of the American spirit.
From the following photographic timeline, it should be clear to all reasonable people that the failure of government response occurred before the hurricane hit, and it occurred solely at the local and state level.
But, alas, I have on rose-colored glasses. The slackers/liberals of the world will always have something to cry about.
I realized you meant college but wanted to show that this starts in some high schools. The most notable from my daughter's school were the Gay, Lesbian Support Network, WOMEN in Math & Science. These were invoked by Administrators.
My daughter belonged to Young Conservatives, Investment Club, Debate Club. Student government voted down any race-specific clubs. There's hope for the future.

PUBLIC ASSISTANCE ADMINISTRATION PLAN
I. PURPOSE The purpose of this plan is to establish State Procedures and organizational structures for management and administration of Federal / State contracts / grants for the Public Assistance (PA) Program by the State of Louisiana, Military Department, Louisiana Office of Homeland Security and Emergency Preparedness (LHLS/EP) following a declaration of an Emergency or a Major Disaster by the President that declares Public Assistance. The plan is in accordance with 44CFR, Part 206.207(b). In accordance with the emphasis of Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and the emphasis of 44 CFR Part 13 (Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments), the States role in the management and administration of the Public Assistance Program will be pro-active and aggressive. Red Book (State Disaster Recovery Manual) The Disaster Recovery Manual is designed to inform public officials in the State about the process, procedures and programs necessary for effective disaster recovery. Throughout this plan, specific references to the Red Book are made.
II. SITUATION AND ASSUMPTIONS Situation During the response and recovery phase of disaster, the State will conduct a systematic analysis of the nature of the damage to public and private property. The extent of such damage is based upon actual observation and inspection of damages reported by other state agencies and local government. Damage assessment will be performed on an urgent basis to provide prompt initial estimates of damage. Individuals adversely affected by the disaster will be our first concern when conducting damage assessments. Damages to public facilities will be secondary. When a disaster occurs whether natural or man-made, of such severity and magnitude that it could result in a Presidential Declaration, a damage assessment of public and private property is required for the State and political subdivisions affected, to determine the extent of damage as well as extenuating circumstances that may contribute to worsening recovery efforts. This information will provide a basis for the determination of actions needed, establishment of priorities, the allocation of government resources in the disaster area during the early stages of the recovery effort, and what, if any, outside assistance will be required. This office has the capability to oversee and coordinate damage assessments on a statewide basis with experienced well-trained staff. This capability will be maintained at all times.

I live in George County, Mississippi which is the county just north of Jackson County which is on the coast. I got power back late saturday night, and just got my phone service this morning, which, by the way, is phenominal considering the damage we have. However, I have yet to see or hear of fema being in this area yet. Our locals told us it would be two weeks before they got here.

About the only thing good about Katrina is that it shoved the lies about Karl Rove, and the Wilson/Plame thing off of the air.
The bad part, not taking the devastation of Katrina lightly at all - I've emptied my cupboards for folks from my Church to take to the nearest shelter - is that NO ONE IS TALKING ABOUT ABLE DANGER, and I do not want to see that disappear until someone(s) from the Clinton administration are hung up by their toes, and Slick Willy is sitting in prison pajamas.
I'm positive that what Sandy Burglar was doing at the National Archives was sticking the classified papers that proved that Clinton and several un-notables had managed to turn over not only satellite and nuclear technology, but ballistic missile information to China.
When China has nuclear bombs aimed at us, and missiles to deliver them to our Midwest, we should all head for whatever building Clinton is in, to thank him for bringing us the end of America as it will ever be known.

Thats right! Early reports said Mississippi had borne the brunt of the hurricane while New Orleans yukked it up because they had "dodged the bullet again". I remember now. Of course the media found a jucier story in NO. No fun watching capable people busy putting their lives back together in Mississippi and Alabama. (Sarc)

As has been said elsewhere, poor nutrition. Plenty of food, but empty calories; empty as in high in sugar and simple carbs,low in good fats and fiber and minerals.
For example instead of white fish and broccoli, Fried fish and corn, white bread. Bad food is generally cheaper and more accessible and it doesn't spoil. A bag of Doritos lasts, blueberries and melons will spoil.
