North Korea dam discharges water without warning, flooding South Korea

YEONCHEON, South Korea, Sept. 6 (Yonhap) -- North Korea has suddenly released a massive amount of water from a dam near the demilitarized zone last week, causing hundreds of millions of won in flood damages in the northern part of South Korea's Gyeonggi Province, officials said Tuesday.

The officials said the North opened the gates of its April 5 Dam on the Imjin River on Friday without prior notice to the South, raising the water level of the border river to a near-flood level of 3.96 meters, up from the normal level of 1.16 meters in a little over five hours.

They speculated that the North's sudden dam discharge may have been related to Typhoon Nabi approaching the Korean Peninsula. South Korean residents and farmers were unprepared for the sudden rise in river water and the water discharge was believed to cause an estimated 200 million won (US$190,000) in damages and forced about 100 residents and tourists near the river to evacuate.

The incident has also sparked calls on the South Korean government to establish a communication channel with the North to notify each other of such an event, the officials said.

The North Korean dam also discharged large amounts of floodwater without warning in September 2002, causing more than 60 million won in damages here, according to the officials.

The two Koreas now have radio and fixed-line communication channels between their military and government offices, but they are rarely used for civilian purposes.

1010 won is worth one dollar in SK. NK uses won as well but it's value is less than the Mexican peso in the 1990's.
