Bush, Blanco Reveal Strained Relationship Sep 05 5:22 PM US/Eastern

BATON ROUGE, La.

Like estranged in-laws at a holiday gathering, President Bush and Louisiana Gov. Kathleen Blanco kept their distance as both toured a relief center for storm victims Monday. At their next stop, the Republican president kissed the Democratic governor on the cheek, but it wasn't clear whether they had made up.

State and federal officials are all facing public criticism for a slow response to the crisis. Behind the scenes, each suggests the other is to blame.

In front of the cameras during Bush's visit to the Gulf Coast states on Monday, the president and Blanco said little to each other, focusing instead on thanking relief workers.

"I know I don't need to make any other introduction other than `Mr. President,'" Blanco said tersely, turning the microphone over to Bush after praising emergency management officials during a stop with Bush at an emergency operations center.

"This is one of these disasters that will test our soul and test our spirit, but we're going to show the world once again that not only can we survive but we will be stronger and better for it," Bush said after taking the microphone.

Bush echoed Blanco's praise for rescue workers. "I hope that makes you feel good to know you have saved lives," Bush said, promising state, local and federal officials that he would fix anything that isn't going right. "This is just the beginning of a huge effort," he said.

The president, looking choked up as he finished his brief remarks, nodded at Blanco and kissed her on the cheek. She nodded back and both left the podium, headed for separate spots in the crowd.

Blanco has refused to sign over control of the National Guard to the federal government and has turned to a Clinton administration official, former Federal Emergency Management Agency chief James Lee Witt, to help run relief efforts.

Blanco was not told when Bush would visit the state, nor was she immediately invited to meet him or travel with him. Blanco's office didn't know Bush was coming until told by reporters. Bush spokesman Scott McClellan said the White House reached out to Blanco's office on Sunday, but didn't hear back. White House staff in Louisiana spoke with Blanco early Monday, he said.

Making his third visit to the Hurricane Katrina-ravaged states, Bush stopped first at the Bethany World Prayer Center, a huge hall half covered with pallets and half filled with dining tables. Blanco visited at the same time, but she and Bush kept apart as they walked around talking to people.

I think the lady's upset because she failed to exhibit even a third of the leadership President Bush has during this crisis.

If the voters of Louisiana have any sense at all, they will not let this woman have a second term in office; the same goes for Mayor Nagin.

This Blanco broad is just plain stupid. Seriously.

" Bush has come under fire for waiting two days after Katrina hit _ and a day after levee breaks drowned New Orleans and turned it into a place of lawless misery..."

A day after the levee breaks? That is unreasonable? Come on!

The libs will get burned on this story as well. They are more concerned about (inappropriately) placing blame instead of coming up with solutions and helping out.

Sad part of it all is the Lieutenant Governor may be just as inept and corrupt as she is. Like going from the frying pan into the fire.

I want to introduce you to James Lee Witt. Mr. Witt ran the Federal Emergency Management Agency for eight years from 1993 to 2001. He has more than 25 years of disaster management experience.

I have asked Mr. Witt to advise and assist me and Gen. Landreneau on the recovery effort.

As FEMA director, Mr. Witt turned was credited with turning that agency around. His leadership is proven, his experience is extensive and he is an asset to this recovery effort.

IEM Team to Develop Catastrophic Hurricane Disaster Plan for New Orleans & Southeast Louisiana June 3, 2004

IEM, Inc., the Baton Rouge-based emergency management and homeland security consultant, will lead the development of a catastrophic hurricane disaster plan for Southeast Louisiana and the City of New Orleans under a more than half a million dollar contract with the U.S. Department of Homeland Security/Federal Emergency Management Agency (FEMA).

In making the announcement today on behalf of teaming partners Dewberry, URS Corporation and James Lee Witt Associates, IEM Director of Homeland Security Wayne Thomas explained that the development of a base catastrophic hurricane disaster plan has urgency due to the recent start of the annual hurricane season which runs through November. National weather experts are predicting an above normal Atlantic hurricane season with six to eight hurricanes, of which three could be categorized as major.

The IEM team will complete a functional exercise on a catastrophic hurricane strike in Southeast Louisiana and use results to develop a response and recovery plan. A catastrophic event is one that can overwhelm State, local and private capabilities so quickly that communities could be devastated without Federal assistance and multi-agency planning and preparedness.

Blanco = 2005 version of Richard Clarke / Jamie Gorelick.

Blanco will be the centerpiece witness at the eventual Katrina Commission. She will be the star witness who will testify that Bush was the whole problem and the Republican appointees will be nodding in agreement like donkeys as people like Benveniste and Gorelick roll out a bunch of crackpot conspiracy theories.

I don't believe the President likes taking the blame for the Governor's incompetence. She is not working with him, just blaming him for her failures. SHE SUCKS!
