Tensions color Bush, Blanco meeting
Gov. Kathleen Blanco canceled a scheduled trip Monday to visit Louisiana evacuees in Houston shelters to stay in Baton Rouge to meet with President Bush. Blanco Communications Director Bob Mann said the governor did not learn about the Bush visit until early Monday morning. We had no idea the president was coming, Mann said.
Tension between the Blanco and Bush administrations has surfaced in recent days as state and federal officials try to coordinate recovery efforts in the wake of Hurricane Katrina.
The Blanco administration clearly wanted to express their irritation with the communication about the president's trip. Blanco officials said they had heard that the president might make a visit and had been trying to get details.
As of late Sunday night, FEMA officials told Blanco that the president was not planning a visit, Mann said. One key point of coordination is the military effort to restore order and begin rebuilding infrastructure.
As of Monday morning, the National Guard from Louisiana and other states had deployed 13,268 troops in the 13 parish area affected by the storm, Louisiana National Guard spokesman Pete Schneider said. In route are 7,845 more National Guardsmen, so that by Tuesday morning 21,113 guardsmen will be in Louisiana.
Parallel to that effort, the regular Army 82nd Airborne and 1st Cavalry divisions are sending in 7,000 troops to Louisiana to arrive in the next couple of days.

The comment is spot on. Things have been going relatively smoothly in Mississippi but you are unwilling to acknowledge that and instead rely on the comments of a lone Mississippi Democrat to disparage the efforts being made by FEMA in Mississippi. I suspect the reason for that is that you don't like it when Republicans are seen to be doing a good job.
What's the purpose of FEMA? I thought FEMA suppose to give guidance to local and state so they can prepare and plan for emergencies.

Coordinating posture? Then you will have problems with state and federal jurisdiction. That's why FEMA needs to give guidance what to do before disaster strikes. The city of New Orleans and Louisana did have a emergency plan. Why didn't the mayor have those school buses up in running to evacuate his people.
I think the Governor didn't want to give up her power to the federal government. She didn't want to pass the Baton to Bush. It was a partisan power struggle. This slowed down aid I believe. The Federal government were waiting in the wings ready to go but couldn't go. When the military came to evacuated the people from the Super Dome Saturday morning and moved 150,000 people within eleven hours...things got moving for the better.
Why did Bush called the governor Friday August 27 to federalized her state? The Governor didn't want martial law in her state at this time.
Why did Bush called Sunday Aug 28 for mandatory evacuation? You live in a Hurricane zone. You think the mayor and governor would know better. Are they that inept? There's only a few highways out of New Orleans and many New Orleaners don't own cars to get out of the city.
Why did the Governor put the state under marshall law on Sept 1, 2005?
Or is it the lay of the land? They physically could not get the populace out. Once your flooded your stranded.

The Feds are there to ASSIST.
The RESPONSIBILITY lays SQUARELY, without a DOUBT, WHOLEY and without equivocation upon the shoulders of the governor of the STATE.
It is called STATES RIGHTS.
The STATE has for FORMALLY request FEDERAL ASSISTANCE.
Because the governor and mayor DID NOT WANT A FEDERAL TAKEOVER...apparently on the advice of James Witt and other....they did not make MANDATORY EVACUATIONS, and ONLY THEY CAN DO THAT, if they have NOT FORMALLY TURNED THIS POWER OVER TO THE PRESIDENT.
FEMA was THERE. The RED CROSS was there.
But BECAUSE the mayor and the GOVERNOR did NOT FOLLOW THEIR OWN WRITEEN EVACUATION PLANS (which included the USE of city and school buses---which---of course.....became FLOODED) ..
The GOVERNOR could NOT, in the immediate aftermath, allow FEMA and the RED CROSS in because they were being SHOT AT by the THUGS.
SHE ORDERED THEM TO STAY PUT in an attempt to and poorly placed faith that the police could handle it.
She is inept.
Neither she or the mayor BELIEVED the storm would devastate NO.
They banked on this.
They failed to follow their own plan and PEOPLE DIED.
It is EMBARRASSING that the President suggested they order a MANDATORY EVACUATION on Saturday morning. IT is HELL that they did not do it then, but waited until SUNDAY...giving them NO TIME to implement their evacuation plan (if they ever intended to do so)
And many people died. Either from Katrina, or from being shot.
I don't think you really know what you are talking about. On the other hand, Haley Barbour does and he has praised FEMA for the help they've given to Mississippi.
