Actually, contraflow wasn't implemented on ALL designated roads, and WWL-TV reported during the event that contraflow was turned on, then off, then back on again, then off....
In other words, contraflow was never implemented properly or effectively.
That's right. I recall now. And don't forget Nagin having to be pushed off the dime by the NHC director Saturday nite. I was watching live on WWL TV.
I understand what contraflow is, but I never saw it on the TV. All traffic was on one side of the road, and basically a parking lot.
Never actually saw the 'contraflow' in effect.
