In other words, contraflow was never implemented properly or effectively.I understand what contraflow is, but I never saw it on the TV. All traffic was on one side of the road, and basically a parking lot.

I believe I heard it declared to be at 4pm on Sunday. I was surprised later that day at how few cars were using it, tho.

Contraflow was implemented for I-10 and the causeway bridge for 24 hours only.
Sadly, New Orleans officials had a dress rehearsal for Katrina when they evacuated for Hurricane Ivan the year before.
