Excellent summary. But I ask you this. What is the responsibility of the CIC when you are aware, or should be aware, that the locals are dropping the ball, both before and after the storm? How forcefully should he "offer" aid, when it is clear that such aid is needed? When with tens of thousands of lives at stake, should one just do it?

All those Clinton people hate the reorganization of FEMA under Homeland Security for some reason I can't figure out; Jamie Lee Witt has already trashed it, as have others.

Just saw part of the news conference. A reporter asked the Deputy Police Chief what would be done about the officiers who left. His response was 'we'll address that later.'

Not sure about the individual squabbles....but I suspect at the root of all of this is for the D party to make Hillary the point person "to the rescue" as they paint Bush/R's as incapable/incompetent. They can't beat conservatives on foreign affairs, so they are going to try to turn us all inward - making themselves the champion of "the people." Hillary will be put front and center on all bills and efforts to "get to the bottom of the poor response." They are nothing but political opportunists - and this is a huge opportunity for them.
Blanco is just annoyed that she wasn't invited to accompany Potus.
I've been wondering that. And what's with Landrieu calling for a cabinet-level position?
I'd guess that New Orleans is a patronage type setup (like Chicago), so the deserters will get their jobs back.
