Just wanted to add something. Mayor Nagin was on TV Saturday night after getting a call from the NHC director; he pleaded with the public to get out of town. I thought I remember him saying that state law kept him from ordering a mandatory evacuation during nighttime hours. Does anyone familar with LA law know what that is all about?

I sent your research to - shall we just say a highly respected democrat political war machine hack with close clinton ties.
He changed the subject back to the IDIOT FEMA chief.
I just told I agreed with him on that subject but we need to expand and we need to strip the powers of the federal tyranny back to only its CONSTITUTIONAL powers and leave the states to their own goods or evils - it is the people's choice and responsibility (unknown word in the USA) .

Let's face it: actually executing the evacuation plan was just too sensible. It sounds like something designed by reasonably intelligent people, who by virtue of their profound common sense are ineligible to serve as elected officials of the State of Louisiana.
And it was plainly obvious to Mayor Nagin and Governor Blanco that despite all contrary implications, President Bush is personally responsible for executing the portions of the evacuation plan that you just highlighted. Bush doesn't have an excuse; he was on vacation twiddling his thumbs with all that spare time he was using frivolously on his ranch by entertaining foreign leaders, directing military victories over the terrorists, and strategizing politics for the upcoming legislative season.
Bush should have eschewed those leisure activities and done his actual job, to execute personally the provisions of the Louisiana catastrophic hurricane emergency plan regarding the impoverished and infirm. It's in the Constitution, plainly contained in the Schedule of Emanations and Penumbras. How dare you or anyone else claim that Louisiana officials should have protected their citizenry? They're Democrats, for crying out loud; that's their excuse: they represent the party of poverty and hooliganism.

Those pictures of the buses with Nagin and his own quote superimposed over them would be good.
Those buses should have been moved to high ground. Obviously they could have moved people, but they could also have been used to move supplies to the people stuck at the Dome and elswhere.

They could been parked on the I10 interstate heading out of town.
Then they wouldn't have been flooded and people could have been evacuated.
Nagin's lawyers stopped him from using the school buses and other city buses. They were afraid of legal problems if there was an accident with a fully loaded bus trying to leave the city.

When Chris Wallace point-blank asked Chertoff about the communications between Blanco and Bush that resulted in Louisiana finally accepting federal intervention, Chertoff demurred and said the conversations were confidential.

The oil business relocated to Houston years ago. The only elements of the oil industry left in New Orleans are those necessary to operate the various refineries in the area.
