Brown just plain screwed up. As did Michael Chertoff.
This was Chertoff's first test as DHS Secretary, and he failed. Miserably.
What if this had been a terrorist attack? His agency obviously was not ready to take charge in a catastrophic situation in order to protect people.
This does not take blame away from Ray "leave the buses in the yard" Nagin and Kathleen "deer in headlights" Blanco.
There is enough blame to go around.
But Bush really needs to get rid of both Brown and Chertoff.

I agree, I see the failure in New Orleans as being one of not anticipating the scope lawlessness in a devastated city. That alone is reason enough to look for new management at homeland security.
And reason enough to look for new management of the nations polictical systems that allow/reward our criminal subculture.

We need to find a way to defeat or remove them as soon as possible and put competent people in there. These money-grubbing incompetents will turn the long-term recovery into a circus if they're left in office.

I've noticed that Chertoff has picked a line of defense and isn't varying from the script and it looks like Brown was not qualified for the job. Chertoff is sticking with the line that we couldn't have predicted the double catastrophe when there have been studies over several decades predicting exactly this scenario.
