And you are right.
On another thread, I had already re-posted this and added #7, which was a link to an official who stated 2/3 of the police officers abandoned their jobs. Of course, many of the NO police officers joined their thug friends and took part in the looting.
Here is a link to that post:

That was post #159, not 151 (the original)

You made an excellent point.
Tunehead54 has added point #8:
Well ... you can add this: On Friday before the hurricane President Bush sent a legal memo offering to consolidate all local, state and fed power to handle the storm effort ... Blanco declined. Things might have turned out very differently if the bus system had been used to get EVERYONE out.
Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
MaryZ: Credit where credit is due! ;-)
and there were facts 7 and 8 added later in that thread.
You are right--it was a pleading, not an order. It IS the responsiblity of the locals.
Can somebody post a link to some of the photos showing the busses just sitting there, like the fat dumb and lazy people who run that cesspool of a city?
I have seen quite a number of these photos--somebody will post a link.
You may like some of the photos in this thread even better:

Not specifically, but there were plans after plans after plans, there was money set aside, there were simulations, there were disaster preparedness tests, but when you have a moron as the mayor of a corrupt city where 2/3 of the policemen loot and/or walk off the job during the disaster, and you have 75% of the city made of people who can't think for themselves due to welfare dependency, this is the result.
With all of this information, we will be able to better understand well the social and economic resources of New Orleans area residents. We will also gain more detailed information on evacuation response (Hurlbert, 2003). Preliminary data from the survey are now available. Overall, 68.8% of respondents would leave the area, 9.8% would leave their homes but remain in the area, and 21.4% would remain in their homes. That 21.4% of respondents would remain in their homes is a startling and important statistic. This , because it indicates that nearly 1 in 4 New Orleans residents would refuse to leave their homes as a possibly deadly major hurricane approaches the City.
Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Blanco. Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, according to a source within the state's emergency operations center.
The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law.
Blanco made two moves Saturday that protected her independence from the federal government: She created a philanthropic fund for the state's victims and hired James Lee Witt, director of the Federal Emergency Management Agency in the Clinton administration, to advise her on the relief effort.
You got one of the most important quotes yet. Put this next to the picture of the soaking buses.
BTTT
When you a certificable moron, a fool looks like a genius.
Semper Fi
All of them are from Arkansas.
All were perfumed princes under Rajah Clintoon during his years of raping and pillaging America.
Now they are bed again pillaging via their consulting firm.
This thread has a whole of info on James Lee Witt.
Guess that explains why he's now working for the governor...
Thanks for the info.
Our adult children and grandchildren will be paying for the Clintoon mess and abuses for decades.
