You have a good post, but I thinks it's inaccurate to say:

- I don't believe the President has the authority to order an evacuation. He did "appeal" to the LA governor, however:

You are right--it was a pleading, not an order. It IS the responsiblity of the locals.
Can somebody post a link to some of the photos showing the busses just sitting there, like the fat dumb and lazy people who run that cesspool of a city?
I have seen quite a number of these photos--somebody will post a link.
