Bush administration officials blame state and local authorities for what leaders at all levels have called a failure of the country's emergency management.
Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request.

Well, since the MSM automatically puts the blame on Bush for every problem from the very beginning, even before the facts are out, any future revelations of facts by the White House qualifies as a "shift of blame" by their warped logic.

If Blanco turned down Bush's request to federalize the troops, then she should be impeached. And judging from the excuse they gave the reporter, it seems that she did.
you know you could almost become aggravated with the hypocracy. bush is such an e-vile man. after all he caused the hurricane just so he could declare martial law.;)
Actually, despite the misleading headline, this clearly shows that President Bush, having no faith in DemoRats to handle the situation competently, did precisely the right thing.
If Bubblehead Blanco had ceded authority to the President on Friday night as he requested, the vast majority of people would have been evacuated and this whole fiasco could have been avoided.
Of course the White house was trying to take control.
The Governor wasn't taking the needed action to save thousands.

If the President attempted to take any power away from this inept Governor and the Mayor in need of a "Jones" then that's good news.
We need the events from Saturday through Thursday to come out.

Bush should have declared NO a federal military district and booted Nagin and the other buffoons out.
This article shows that Bush was in control and that Blanco would not seed authority to the Feds out of fear - and people died. Do they know this article exhonerates Bush?
Unfortunately, they often do.
It's not 100% clear what is going on. If you think about it, Bush sent in active duty troops today. That's is a federal assignment. It wasn't ordered by the state. In effect he has federalized it to a certain extent.
Yep, and Friday is when things started getting a lot better. This proves she is a total incompetant.

You know I was thinking along these lines today and was hoping it would happen and Rudy would have a press conference and the first question would be "why did the feds screw up" and his answer would be they didn't the layor and state did by not following their plan!
