The answer is that it was above sea level when the French built the city. It has lowered as the ground has eroded underneath it.

Hey lady, that was a joke. I come up with them so seldom, and I really thought that one was funny......
I still think the bottom line is the French are incompetent. Doesn't matter that it once was above sea level. Everything they do turns into a disaster. It is a question of which came first, the chicken or the egg.
