Yes, I think you have got the truth of the matter. If the feds had moved in without the permission from Gov. Blancho, the President would have violated the Constitution and federal law. It would be impeachment time; especially if Katrina had fizzeled out or gone elsewhere (as some were expecting to do). I suspect a game of gotcha was in play here.

As for what I expect the executive branch to do, I expect them to have something to show for their work on preparing us with homeland security. In case you weren't paying attention, people were told to go to the Superdome, where there wasn't security and in the time since the hurricane hit, women have been raped in there.
I know it was a local's call, but where's the homeland security plan? That's a legacy of his admin. Whatever he started, it stinks plain and simple.
I am not whining. No government branch can defend their inadequacies inthis situation.
And it's really easy to tell who they are.......

I'm fixated on the perception because it severly undermines President Bush's authority and ability to get things done. That has a residual impact on the GOP in general.

Ohio - I think there's a danger in being myopic, as well, however. There's a lot of defensiveness here where there should be some reflection on how we're going to prove to our enemies that we can take it on the chin and protect our republic in a time of crisis.
Again, I refer to the feverish promotion of preparedness for large scale devastation started by Tom Ridge and echoed by others. What, exactly, IS the plan if a WMD goes off?
IS there a plan? It's an EXTREMELY important question to ask, in my humble opinion.
